JOB PURPOSE

Under the general supervision of the Inter Agency Coordinator, the incumbent will manage Inter Agency security telecommunications for Sudan, including roll out of the Inter Agency radio network and piloting of the new technologies in support of staff safety and security. Staff is subject matter expert, have deep technical focus and are expected to solve technical challenges, build technical proposals and implement projects. Staff should be able to prepare all the technical documentation and to supervise an implementation team, provide other technical support as well as end user trainings. In particular, staff will be responsible for the following functions:

KEY ACCOUNTABILITIES (not all-inclusive)

Deployment of Telecommunications solutions / infrastructure, including:

  • Organize and manage the smooth transition from Analog VHF to DMR
  • Conduct Telecoms Oversight missions, this includes potential new locations.
  • Participation in solutions’ design, budgeting and planning activities
  • Installation / deployment of solution in designated areas
  • Participate in the partnership and provide support for Scope/CBT activities where required
  • Propose and evaluate innovative communication systems as possible replacement for the Radio Communications

Building a sustainable Telecommunications support structure

  • Train users on the proper use of systems / solutions (WFP, including Emergency Telecommunications Cluster (ETC), Common Services, beyond)
  • Deliver infrastructure support training for the new / upgraded solutions to national personnel up to a level they can support the systems as independently as possible
  • Design training modules for the new / upgraded solutions
  • Contribute to design of training sessions to train users
  • Make recommendations to local management on the staffing and skills levels required to support deployed local infrastructure

Infrastructure Assessment

  • Evaluate existing Telecommunications infrastructures and define recommendations for upgrades in the target operations by assessing its strengths and weaknesses (hardware, support structure or funding)
  • Based on evaluation results, make a detailed proposal to upgrade / incorporate these systems into the WFP / Inter-Agency ICT infrastructure
  • Work closely with WFP Innovation team in order to pilot and test future solutions
  • Provide recommendations on how to fast track and streamline Radio room operations

  Infrastructure Support

  • Implement previously agreed / designed WFP / UN standard selcall, callsign, equipment and software standards and procedures

Project Management and Representation

  • Fully manage technical projects by creating and maintaining project documentation, including project plan with scopes and objectives, implementation schedule, staffing and financial components, systems to measure project performance, risk management, reporting and escalation procedures
  • Coordinate internal resources and third parties/vendors for the flawless execution of projects and cost excellence
  • Ensure that all projects are delivered on-time, within scope and within budget
  • Ensure resource availability and allocation
  • Prepare and supervise others' handover to ensure smooth operations
  • Ability to present a previously agreed mission status report with Directors' level audience and/or IT Division
  • Plan IA Budget on a yearly basis
  • Participate in IA Meetings or Units meetings when required.
  • Participate in Potential joint initiatives and projects with Partners for renewable solutions and innovation initiatives

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced university degree in Computer Science or other relevant field, or First University degree with additional years of related work experience or specialized training certificate/diploma in IT.

Experience:

  • 6 to 10 years work experience in the IT technical field; 2 of which must be in a project management role;
  • Relevant experience in international relief related or similar work is desirable.

Language

  • Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese is desirable.

OTHER SPECIFIC JOB REQUIREMENTS

Technical Skills & Knowledge

Telecommunications

  • Fully capable of deploying a UN compliant radio room / infrastructure (repeater sites) without supervision
  • Fully capable of installing VHF, HF radio components as per UN standards without supervision
  • Able to independently fully deploy a Digital radio network within WFP and for IA partners
  • Good knowledge of the TCP/IP network
  • Excellent knowledge of VHF practical and theoretical practices
  • Excellent knowledge of HF practical and theoretical practices
  • Excellent knowledge of sat phone communications
  • Excellent knowledge of VHF, HF, Sat phone communication as UN strategic security tools for overall systems design and /or

VSAT and Microwave

  • Ability to install VSAT ground stations without supervision
  • Capable of deploying microwave system with supervision
  • Advanced knowledge of microwave practice and theories

TERMS AND CONDITIONS

When deployed, the consultant is expected to manage:

  • National personnel;
  • Staff on Temporary Duty and Stand-by Partners;
  • IT Emergency Operations Specialist;
  • Contractors;
  • Partners.
