Assistant - Cities & Readiness, Lao Country Program

 

The assistant will provide administrative and logistical support for the timely implementation of a readiness support grant from the Green Climate Fund. This post reports to GGGI’s Senior Program Officer and will work closely with the Cities and Readiness Program Officer and National Designated Authority (NDA) to support implementation of the readiness project.

PURPOSE

 

The assistant will provide administrative and logistical support in close coordination with the Department of Climate Change to enable effective delivery of the readiness support grant. The readiness project focuses on five main deliverables: 1) to establish an effective coordination mechanism amongst the NDA and cities stakeholders especially the Ministry of Public Works and Transport (MPWT); 2) to improve transparency, monitoring and oversight of climate finance flows; 3) to identify priority programs and projects in the area of green, climate resilient cities and produce at least 3 concept notes  for potential GCF funding; 4) to support the NDA to improve engagement with private sector actors so that they can contribute to Lao PDR’s climate change priorities; and, 5) Identify ways to crowd in private sector investment in Lao PDR’s climate change priorities.

 

ENGAGEMENT

 

  • Supports the program activities with preparation for, organizing of, or processing of, meetings or workshops.
  • Provides general support to the program activities where necessary
  • Updates the Country Team, and/or Program Unit on project status and up to date data repository and document archives, asset inventory, and stakeholder contacts
  • Supports all procurement and recruitment related activities
  • Explains logistics procedures and requirements for external partners who participate in GGGI workshops and meetings
  • Assists in the preparation of briefing materials, presentations and reports

 

 

DELIVERY

 

  • Generates and maintains an up to date program data repository of the country program by compiling, cleaning, sorting out and calibrating all program related data including monitoring of the work plan and budget
  • Compiles and files all program related documents for document archives (inventory, library) both electronically (on sharepoint) and as hard copies
  • Supports program activities with preparation for, or processing of, meetings or workshops.
  • Supports in the preparation of internal coordination meetings including note taking
  • Provides logistics arrangements with respect to workshops and meetings
  • Provides general support to the program activities where necessary including translation services to support effective project implementation

 

QUALIFICATIONS

 

For this position we are looking for a Candidate with the following characteristics and qualifications:

  • A Bachelor degree in relevant field or equivalent experience
  • 0-3 years of relevant administrative work experience would be an asset
  • Understanding of official protocols and government processes in Lao PDR
  • Demonstrated ability to use web-based administrative systems and MS office
  • A passion for green and/or low carbon development
  • Strong oral and written English, fluency in Lao and ability to translate between the two languages is essential
  • A pro-active attitude, with an ability to innovate in finding solutions
  • Highly organized with a keen eye for detail and the ability to multi-task
  • Ability to work under pressure and meet tight deadlines
  • Strong interpersonal skills and the ability to work with multi-cultural and multidisciplinary teams
