Consultant: Technical Support to Guide the Development of a Strategic Framework for Strengthening the Social Welfare Systems in the Philippines (6 months)

The purpose of the consultancy is to provide coordinative support and technical inputs in strengthening social welfare systems ensuring that international standards are integrated in the resources. This assignment will contribute in strategically integrating parenting in the social welfare systems work.

Major Tasks

  • Provide technical support and guidance in the process of developing a strategy for Social Welfare Systems Strengthening.
  • Review policies and guidelines on social welfare and child protection systems in the Philippines.
  • Review reports on social welfare system/child protection systems, including information management and coordination of actors to assess strengths and gaps in current system.
  • Facilitate Focus Group Discussions (FGDs) to gather insights on current understanding of the social welfare system and its opportunities and challenges.
  • Provide guidance to ongoing research efforts.
  • Attend and provide guidance/support to technical meetings.
  • Develop a 5-year strategy with annual milestones, on how to best implement child-focused social welfare systems.
  • Formulate a 5-year strategy for implementation in the next country programme on Child Protection Section’s programmatic focus and support for parenting and other multi-sectoral deliverables.

Deliverables:

  • Report on support and guidance for review and analysis of policies and guidelines.
  • Review on the report on the analysis of current social welfare/child protection system policies and guidelines in the Philippines.
  • Review on the report on strengths and gaps in current system according to existing documentation/reports.
  • Reports on the results of interviews, meetings and/or FGDs with government agencies and relevant actors/partners.
  • Monthly reports on the outcomes of technical meetings and key points of learning.
  • Technical report and draft strategy.
  • Five-year strategy with annual milestones.

Qualifications and Competencies of Successful Consultant:

  • Advanced degree (Master’s or higher) in social work, community development, psychology, law or other field related to social development and humanitarian work.
  • Previous work experience in social work, social welfare, systems strengthening, child rights and child protection.
  • Understanding of the socio-political context, social welfare and child protection system in the Philippines and of human and child rights is essential.
  • Knowledge on global or regional good practices on social welfare systems strengthening is ideal.
  • Has experience on country strategic planning and monitoring and evaluation work an asset.
  • Experience in conducting coordination work with advanced skills in documentation and analysis.
  • Willing to conduct technical agency visits and meetings.
  • Excellent written and oral communication skills.
  • High level of analysis and computer skills.
  • Fluency in English essential. Knowledge of Filipino languages an asset.
  • Dynamic, independent, self-motivated and well organized.
