Scope of Work:

The MHPSS (Mental Health and Psychosocial Support) Program Officer will be based in QRCS' Gaziantep office, to backstop the MHPSS Coordinator in managing & supervising the MHPSS projects of QRCS inside Syria.

The main objective of the MHPSS Program Officer is to take the lead in supervising the whole MHPSS activities through the provision of technical and administrative support. He/she is expected to spend a considerable amount of time to help manage the project, support planning, and collaborate with the MHPSS Field staff to ensure quality implementation and to build the skills and technical capacity of psychosocial workers. The work also involves engagement in awareness activities on MHPSS issues, support to safe and ethical referrals of individuals in need for specialized services and hands-on to ensure service in line with agreed quality standards and benchmarks.

The MHPSS Program Officer is expected to work in close collaboration with M&E unit in Turkey, to actively engage in monitoring and evaluation of the quality of the service, and support gathering/compilation of data for reporting.

Duties & Responsibilities;

1- Program Planning and implementation:

  • Work closely with the Program Coordinator to understand program goals, coordinate with relevant stakeholders on the field and contribute to the development of new programming and building relationships;
  • Develop and submit detailed work plans with the aim of contributing to the achievement of program goals, objectives and activities.
  • Support the Program Coordinator in the monitoring and mentoring of the field staff in relevant aspects of the program such as, objectives, activities, targets, indictors, quality of services delivered and so on.
  • Provide day to day follow up for field staff to ensure that program implementation is on track.
  • Support in the organization and when appropriate in the delivery of program training to QRCS’s staff.
  • Assist in the on-going assessment and analysis to understand needs of staff and beneficiaries.
  • Ensure mapping of services and referral systems (health, education, psychosocial, etc.) are developed and updated as appropriate on regular basis.

2-Program Support:

  • Coordinate with relevant departments within QRCS to ensure the smooth implementation of program activities according to coordinated work plan (i.e. new recruitments, new purchase orders of program materials and equipment, etc.).
  • Ensure that all field staff have the necessary forms and work tools in advance.
  • Prepare and follow up on the delivery of material and equipment on field site levels maintaining track of records and schedules informing all relevant parties in advance.
  • Support the MHPSS field staff in the planning, implementation and monitoring of PSS activities that may include: recreational and psychosocial activities in addition to administrative tasks.
  • Support the MHPSS Technical Advisor to develop guiding materials and capacity building to strengthen Psychosocial workers’ role as psychosocial support providers.
  • Participate in the identification and recruitment of new staff members (Psychosocial workers, CFS workers etc..)
  • Participate in writing concept notes and new proposals, when needed.
  • Take part in departmental meetings, prepare agenda, take minutes and prepare all related requirements.

3- Reporting, monitoring and evaluation:

  • Develop a schedule for reports.
  • Compile and submit weekly & monthly reports on project activities as required.
  • Monitor the process of data collection completed by field staff.
  • Compile and maintain weekly data collected from the field to ensure better monitoring of implementation of program activities.
  • Ensure that all relevant M&E paper work is prepared for trainings, awareness raising sessions, psychoeducation and so on.
  • Assist the M&E Field staff in rolling out MHPSS Monitoring & Evaluation tools and implementation of the measurement tools in the field for collection of data.

4- Administrative responsibilities:

  • Ensure that the MHPSS program operations are maintained in an effective, up to date and accurate manner and communicate this accordingly.
  • Maintain an efficient office filing management system related to supervision of donor files and monitoring of activities.
  • Provide written and verbal translation from Arabic to English and English to Arabic during day to day work and trainings when required.
  • Keep tracking of pipelines and spending plan on monthly basis.

Education, Experience & Training;

  • University degree in Psychology, Counseling or equivalent training/relevant experience.
  • Prior experience working in complex emergency context on MHPSS-related programming as well as integrated MHPSS interventions models such as mhGAP.
  • More than 3 years’ experience working with NGOs or international organizations.
  • Demonstrated ability to work in a multicultural environment, prioritize tasks, meet deadlines, and ensure high quality work;
  • Knowledge and considerable experience in training and supervision processes. **Knowledge, Skills & Abilities;

Required:

  • Good communicator, strong listening capacity, open minded, proactive and creative.
  • Respectful and inclusive of individual and cultural differences.
  • Good analysis and problem-solving capability, and effective reporting writing skills.
  • Fluency in written and spoken Arabic and English.
  • Comfortable with high levels of ambiguity and able to take decisions independently in fluid context.
  • Have reporting skills; how to write and format reports.
  • Proficient in Microsoft Word, Excel and PowerPoint.
  • Commitment to IFRC values and Child Safeguarding.

Desirable:

  • Advanced degree in Psychology, (psychologist).
  • Experience in working with Syrian population.
  • Experience in mhGAP implementation.
  • Demonstrated experience in delivering training.
