SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

The Vocational Training& Business Officer reports to the Livelihood Senior Officer and is responsible for conducting vocational trainings for community members. She/he prepares training manuals related to vocational skills developments and guides social organizers to focus on vocational training courses. The Vocational Training Officer works in close cooperation with other field staff for proposal writing, planning, implementation and assessing results of activities. She or he should maintain close cooperation with the targeted local communities and to be able to mobilize these to contribute to the planning and implementation of activities. Also He or She is responsible to assist producer groups in terms of market linkage at district and provincial level through joint market survey and preparing market linkage approaches.

Qualifications & Requirements:

  • Minimum 12 grade graduated, Bachelor degree is preferred           
  • At least 2 years in a similar position with well-known organization
  • Fluency in Dari and Pashto, written and spoken, and a good English communication is required
  • Strong interpersonal and communication skills
  • Good presentation and training skills (power point)
  • Computer skill at operator level, especially with MS Office packages
  • Good supervisory, analytical and troubleshooting skills
  • Familiar with planning, budgeting and report writing
  • Honest, active and well mannered
  • Familiar with capacity development proposal writing
  • Ready to work, live and travel in an intricate and strenuous environment.
  • Being an Afghan citizen

Main Responsibilities:

  • Conduct training needs assessments and recognize most needed vocational trainings for communities.
  • Assist district team in the selection of project target groups. In this connection main focus should be on women, people with disabilities and marginalized groups
  • Assist CDCs and business associations in drafting proposals for vocational and livelihood subprojects
  • Employ check list and supervise activities in the field
  • Assist in preparing ToR and contracts for external consultancy services for livelihood promotion in rural areas.
  • Conduct training to community members and RDP Livelihood Social Organizers
  • Participate in coordination meetings at district level (NGOs and other institutions)
  • Maintain vocational training records, database and filing system
  • Draft training manual and guidelines for vocational trainings to be used by the Team Leader and Livelihood Social Organizers
  • technically assist the Team Leader and livelihood senior officer with the smooth implementation of vocational trainings
  • Conduct market survey for proposal writing
  • Travel frequently to the field at least 30% in monthly basis
  • Prepare list of new technologies for vocational training and distribution of that with close cooperation of business associations and Livelihood Social Organizers. 
  • Make sure quality of trainings and non-expendable equipment
  • Assist business association and producer groups in terms of market linkage to sale their products
  • Any other relevant tasks given by line supervisor
