Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded in 2012 to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. GGGI currently has about 300 staff members.

Objectives/Purpose of the Assignment:

 

GGGI is looking for an External Ombudsman (hereinafter referred to as “Consultant”) to i) support the introduction of a one-year pilot programme which aims at establishing a network of Respectful Workplace Advisors (RWAs) whose role will be to contribute to the Organization’s efforts towards building and sustaining a positive, healthy and inclusive work environment at Headquarters and in Country Offices and ii) to provide independent, neutral Ombuds/Mediation support services.

 

 

Scope of Work:

 

1)    About the RWAs:

 

The role of a RWA will be to support staff members and/or members of the GGGI community (i.e., consultants, secondees, interns, volunteers), irrespective of their location, in resolving workplace issues at the lowest practical level and guide them through the existing internal mechanisms in confidence. They will provide an informal, confidential, trustworthy and early assistance for staff who may have workplace issues or concerns and need information about where to seek assistance. 

 

For this pilot programme, 16 staff have been nominated to serve as RWAs. The Consultant will provide initial training to all of them, but only 6 will be retained as RWAs while the other 10 nominees will be placed on a roster. All 16 staff will be called to participate in outreach activities to promote a respectful workplace environment. Because the nominees are located in various parts of the world, this assignment is home-based and the Consultant will be required to provide support online, unless travel is required. Hence, the Consultant must be comfortable working with remote teams using modern technology such as Skype.

 

2)    Ombuds/Mediation support services:

 

The Consultant will be an independent and neutral interlocutor who provides confidential impartial assistance to staff to resolve work–related concerns. The Consultant will provide informal resolution services, which may include mediation, to all staff where GGGI operates.

 

 

Output/Reporting Requirements/Deliverables:

 

The Consultant will report to the Head of Human Resources, GGGI.

 

Deliverable 1: Provide initial, comprehensive training to the RWAs (June/July 2018) (30% of payment)

 

  • Provide initial induction training to 16 participants to learn about their needs and expectations

 

  • Help GGGI select among the 16 RWAs nominees a final list of 6 RWAs who will serve the GGGI for an initial period of one-year. All the 16 RWAs will participate in outreach activities.

 

  • Prepare a training manual with reading materials for participants.

 

  • Prepare and facilitate online training modules.

 

Deliverable 2: Provide continuing training and support to the GGGI RWAs and GGGI Staff (July 2019 to June 2019) (50% of payment)

 

  • Provide expert guidance and support to the RWAs, particularly during the first months of their activities, to help them internalize the characteristic as well as the limitations of the role, as well as practice the skills needed to perform the role effectively.

 

  • Help RWAs plan and implement outreach activities.

 

  • Provide Ombuds Support, to receive confidential consultations from staff.

 

  • Introduction to GGGI’s key stakeholders (Human Resources, Legal, Management, Staff)

 

  • Creation of administrative documents necessary for the implementation of the services (charters, model agreements, etc).

 

  • Production of the content of outreach materials necessary for the implementation of the Ombuds/mediation services (e-brochure, FAQs, website information)

 

  • Conducting virtual or onsite outreach efforts to staff in HQ and in country offices, independently or in conjunction with others.

 

  • Writing of quarterly reports including the advance of the implementation of the services and any workplace trends and issues identified.

 

Deliverable 3: Provide mediation services to the GGGI RWAs and GGGI Staff (July 2019 to June 2019) (20% of payment)

  • On a need-basis, provide mediation support in situations requiring a more intensive problem-solving approach than that offered by RWA and Ombuds.

 

Qualifications/Requirements/Expertise

 

  • Advanced university degree (Master’s degree) in dispute resolution, management, administration, social science, law, organizational development or related area.
  • At least 10 years of relevant work experience, including: at least 5 years as a mediator/ombudsman/conflict resolution manager or leader or as an expert in conflict resolution and/or in mediation management.
  • Accreditation as a Certified Organizational Ombudsman Practitioner (CO-OP) by the International Ombudsman Association (IOA) or Accreditation as a certified mediator from recognized public institutions.
  • Training and/or equivalent experience in the area of alternative dispute resolution or mediation.
  • Deep understanding of international organizations
  • Experience working with remote/virtual teams and associated IT tools.
  • Expert knowledge of English. Working knowledge of other languages, particularly French, Spanish and Korean would be an asset.
