Background:

NRC has been operating in Iraq since 2010, to respond to the needs of the most vulnerable people affected by ongoing conflict in the region. NRC has a country office in Erbil, KR-I, and area offices in Baghdad, Dohuk, Kirkuk and Nineveh.

NRC’s national program strategy for 2018 will facilitate a shift from emergency response tools towards longer term initiatives, while maintaining the effective delivery of robust emergency response. In 2018, NRC Iraq will maintain a sectoral focus on education, Information Counselling and Legal Assistance (ICLA) and livelihoods interventions, complemented by post-emergency WASH and shelter interventions with a two pronged approach within CCCM: both in-camp, and in urban and peri-urban areas. Cash-based and innovative programming will be at the centre of NRC Iraq’s efforts. NRC will prioritize assistance to those who have been left outside of social assistance schemes and recovery and reconstruction efforts, which will have prevented them from seeking durable solutions.

In 2018, NRC’s target population will be new underserved communities and locations, with a focus on IDPs returning to destroyed and disrupted communities unable to reintegrate due to insecurity. NRC will also prioritise serving vulnerable IDPs unable to return for reasons outside of their control, and responding to short-term displacement as a result of localized conflict and asymmetric attacks.

 

Overview:

The purpose of WASH Officer – Engineer position is to assist in the day to day implementation of the WASH project. The main duty of WASH Officer – Engineer is to explain to the beneficiaries and stake holders the project implementation methodology, scope of work, selection criteria and any other related project documents.  WASH Officer – Engineer will be reporting to WASH Coordinator. The position is based in Ramadi.

 

Ideal Candidate Profile:

A University graduate or higher degree with minimum (2) two-years’ experience from working as a WASH Officer in a humanitarian/recovery context. Ideally the candidate should be able to use MS Word, Excel, PowerPoint and Outlook. Fluency in spoken and written English and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.

 

Key Job Tasks and Responsibilities:

  • Actively participate and conduct WASH field assessments.
  • In close collaboration with the WASH Project Coordinator, ensure the implementation of the water trucking operations as per outlined in the NRC water trucking Standard Operating Procedures (SoPs).
  • Prepare tender documents, detail BOQs of water supply and sanitation infrastructure.
  • Manage and monitor the progress of rehabilitation work in water pumping stations and sanitation facilities.
  • Make sure rehabilitated pumping stations meet technical standards and national regulations.
  • Liaison with consultants, contractors, Government line departments and other stake holders in project implementation stages.
  • Liaison with the local authority (where appropriate to the project) to ensure compliance with local construction regulations and by-laws.
  • Actively participate in community mobilization activities:  trainings, focus group discussions, meetings and workgroup discussions.

 

Qualifications:

  • Previous experience from working in complex and volatile contexts
  • Documented results related to distribution
  • Social work background
  • Professional knowledge of need assessments.
  • Experience in working with vulnerable households in Urban and Camp settings with an NGO, charity or similar organization
  • Professional knowledge of need assessments

 

The post will be for (6) six-months’ contract duration with possibility of extension - subject to funds.

Salary: 5/1 according to NRC-Iraq's salary scale.

Benefits: Health insurance.

Duty Station: Anbar/Ramadi with frequent visits to NRC field operations.
