The Chief of Field Office is accountable for UNICEF’s advocacy with the government and other partners for the enhancement of the survival, protection, development and participation of children and women in State development efforts. He/she represents the India Country Office Representative in all aspects of UNICEF’s cooperation with the State Government in Odisha and is responsible for all aspects of the field office management.

Job organizational context:

The incumbent reports directly to the Chief of Field Services, P-5, and leads a Field Office composed of 21 staff members, including nine National Professional Officers, of whom eight at the NO-C level and one at the NO-B level. See attached Organizational Chart for more details. 

Purpose for the job:

Under the general supervision of the Chief of Field Services, P-5, the Chief of Field Office is accountable for UNICEF’s advocacy with the government and other partners for the enhancement of the survival, protection, development and participation of children and women in State development efforts. He/she represents the India Country Office Representative in all aspects of UNICEF’s cooperation with the State Government in Odisha and is responsible for all aspects of the field office management.

 

Key function, accountabilities and related duties/tasks:

Representation and advocacy:

On behalf of the Country Representative, represent UNICEF in the state of Odisha and advocate for policies supportive of UNICEF goals and objectives, including building alliances and partnerships with government, Civil Society Organizations private sector and community groups towards the achievement of these goals. Represent UNICEF in meetings with senior government officials, as well as multilateral, bilateral agencies, non-governmental organizations and maintain an effective working relationship with them, advocating for the rights of children in all fora. Represent UNICEF and ensure increased commitment to UN Reform in order to accelerate and improve the process in the state(s) of assignment. Provide overall direction and guidance on reform issues within the state(s).

Programme planning and development:

Be aware of development policies of Central and State government and the socio-economic scenario of the area; support State Government to develop Situation Analysis/Human Development report. Support the State Government to develop State Plans of Action for children, based on up to date situation analysis, with a focus on the most marginalized population; support the implementation of UNICEF supported programme within the UNICEF GOI country programme using appropriate strategies and interventions relevant to the State and Country Programme.

Programme implementation:

Lead and guide a team of professional and support staff ensuring effective and appropriate use of all human and material resources, overseeing implementation of UNICEF supported programmes, developing annual work plans, working closely with government and other partners to ensure smooth and efficient execution of programme activities. Coordinate inter-sectoral programme activities to contribute to the achievement of programme objectives and State Sustainable Development Goals plan and objectives. Implement the MEP under the overall framework of the Country MEP goals and as relevant to the Specific State setting.

Programme monitoring/evaluation:

Coordinate programme evaluation efforts ensuring timely review and course correction of current programme strategies. Direct, supervise and coordinate the preparation of all programme reports required by the Executive Board, country office, and donors. Develop and make effective use of programme monitoring systems ensuring that information generated leads to decisions to improve project performance and feedback to field staff.

Management and Leadership:

Direct, supervise and coordinate the office work plan in VISION, including programme and operations, monitor progress quarterly to ensure objectives are met. Closely monitor financial commitments, expenditure and liquidation of programme and admin funds allotted to the field officer under the integrated budget in accordance with financial rules and regulation, ensuring accountability for resources allocated to the office and compliance with all operational systems and procedures. Establish and monitor relevant internal controls. Assign tasks to staff in field office, monitor performance, complete the Performance Appraisal System process as required, ensure appropriate professional development and training of staff, identifying and recommending human resources required for programmes. Hire appropriate services as required through Short Service Agreements (SSA) Temporary Appointments and outsourcing, following UNICEF’s rules and regulations Monitor performance as needed.

Provide leadership and support to the State Office team, for optimal management of the state office. Ensure the organization of regular staff and programme meetings and follow up to decisions and recommendations. Provide input in the Country Management Team. 

Impact of Results:

The Chief of Field Office operates with a large spectrum of autonomy, within the overall framework and objectives defined by the Representative, the Deputy Representative and the Chief of Field Services based in New Delhi.

He/she makes recommendations on programme/project activities’ feasibility and implementation; linkages with other sectors of UNICEF interventions; reprogramming and re-scheduling of activities; policy formulation and implementation of new management systems for the achievement of country programme goals.

Decisions are made on financial, human and technical resource requirements for programme/project implementation and delivery, which will affect the overall efficiency and effectiveness of programme delivery and appropriate utilization of funds.  Administrative decisions are taken on the management of the Field Office, which affect output and efficiency of staff.

Errors of judgement would affect UNICEF's credibility, strain cordial working relationship with Government and other partners and thus render cooperation difficult and, consequently, UNICEF assisted programmes or project proposals may suffer at the expense of the well-being of children and women.

Recruitment Qualifications

Education:

  • An advanced university degree in one of the following fields is required: social sciences, international relations, public administration, government and public relations, public or social policy, sociology, social or community development, or another relevant technical field.
  • Leadership and Management training an asset. Knowledge of UNICEF programming policies and procedures an advantage.   

Experience:

  • At least eight (8) years of progressively responsible professional work experience at national or international level in identification, planning, management, monitoring and evaluation of social development programmes, team leadership and medium size office management Work experience in a decentralized governance system, in conflict-affected situations, and with community-based and grassroots organizations an asset. Familiarity/background with emergency is considered as an asset. 

Language:

Fluency in English is required. Knowledge of another UN language or local knowledge of the duty station is considered as an asset.
