Background 
DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC East Africa and Yemen (EAY) operation focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrants in Kenya, Somalia, Ethiopia, Djibouti, Uganda, Tanzania and Yemen. The EAY Regional office also supports nonoperational initiatives, focusing on mixed migration issues, civil society engagement, and advocacy and policy initiatives related to displacement. 
 
The Yemen operation falls under the EAY Regional Office based in Nairobi. DRC began working in Yemen in 2008 in response to the mixed migration flows from the Horn of Africa. Since then, DRC expanded its sectors of intervention and is now providing humanitarian assistance in ten governorates throughout the country. There are currently over 150 staff working in the Sana’a main office, two hub offices in Aden and Hodeida, and five field offices. Current programme sectors include protection (mixed migration, IDP, child), food security, WASH, shelter, and livelihoods. DDG Yemen started activities in January 2012 with two projects delivering Mine Risk Education (MRE) and Conflict Management Education (CME) in southern Yemen. DDG is currently embarking on three main areas of intervention that are Mine Risk Education and supporting the capacity development and deployment of standby Explosive Ordnance Disposal (EOD) teams from the Yemen Executive Mine Action Center (YEMAC). Through quality surveys and data and information management, DDG will also support YEMAC in the development of a more accurate threat and response maps. 
 
Purposes 
The Cash & Markets Project Manager (CMPM) is responsible for the implementation of all cash-based assistance (primarily multi-purpose cash grants) and for taking the lead in ensuring best practice is followed in all market-based approaches across sectors, including but not limited to implementation of MPCA grants, market assessments and training of other teams in cash & market-based approaches. Your main duties and responsibilities will be: 
 
 Assessments: 
  • Organize the conduction of any needs’ assessment or vulnerability assessment in order to design distribution methodology and select beneficiaries in relationships with technical coordinators and with the support of MEAL department. This includes mapping out access procedures for new areas in consultation with the safety team. 
  • Conduct regular market analysis in the areas of operation, to include but not limited to, ongoing price monitoring. 
  • Conduct market assessments for key commodities (using EMMA, MAG, etc.), labour market assessments, and support on market-related components of other sector assessments, as needed. 
  • Contribute to the development of any technical guidance related to distribution activities in close relationships with technical coordinators. 
 
Cash Distribution: 
  • Lead the delivery of cash interventions under the Cash Consortium of Iraq (CCI) within Mosul and surround areas. 
  • Support the technical design and delivery of cash-based programming (including voucher modalities) in other programme areas, including Shelter and Livelihoods, as needed. 
  • Ensure cash distributions are properly documented and meet technical quality, accountability, and protection standards in compliance with DRC and donors regulations. 
  • Coordinate closely with other DRC programs to ensure harmonization of approaches regarding any distribution activity and potential integration between programs. 
  • In relationships with supports’ departments (FIN, HR & LOG), make sure that all the resources and means are available in order to implement distribution on a good quality and timely basis. 
  • Organize the implementation of all the PDM activities related to the distributions implemented in the Area of Responsibility, with the support of MEAL department. 
  • Ensure that internal and external qualitative and analytical reporting requirements are met, including monthly, quarterly and annual narrative reports, in line with the internal DRC and donor requirement using the required format and with review and input from technical advisors and program implementation department. 
  • Ensure budget utilization and physical target achievements are reviewed at least once a month as per work plan, and that a once a month meeting is held with the Finance Manager and relevant Procurement team member to ensure a thorough review of spend against targets. 
  • Ensure full cooperation and engagement with the relevant UN clusters and working groups and the upcoming Cash Consortium. 
 
Support to other Programme Teams: 
  • Provide all assistance required to ensure that other programme teams are able to use market-based approaches to their work. This includes, but is not limited to, training in market assessment methodologies, sourcing voucher providers, assisting in vendor selection and training, assisting in monitoring of processes. 
 
HR management: 
  • Under the supervision of the Head of Program - and in close coordination with the Area Manager and technical coordinators as appropriate, ensure the recruitment of any relevant programme staff with the support of HR department. 
  • Manage on a daily basis the Cash Officer, Assistant, and any field teams located in the area of responsibility; including the management of casual labour for assessments and distributions. 
  • Develop the Cash Team’s capacity to meet good quality standards by providing supervision and coaching/on the job training. 
 
Others: 
  • Prepare regular and timely updates and reports for Area Manager and other colleagues as needed. 
  • Coordinate with relevant national and international actors and actively participate in relevant working groups and other meetings in the area of responsibility. 
  • Contribute to the context follow-up in its area of intervention. 
  • Contribute to the development of proposals to secure follow on or expansion funding for the project portfolio as per identified needs. 
  • Ensure that project activities develop and are implemented in line with DRC’s mandate, policies, procedures and country strategy, as well as with donors requirements and international protection guidelines; 
  • Ensure Age, Gender and Diversity (AGD) approach to distribution is consistently applied through community and rights based participatory methods. 
  • Ensure the respect of DRC Code of Conduct, the confidentiality and humanitarian principles and contribute to the integration of protection and AGD mainstreaming into DRC distribution programming also using a community based approach. 
  • Any other duties as directed by the Head of Program.

Qualifications 
bachelor’s degree in relevant field or extensive experience can substitute qualification. 
Minimum 2 years of cash programme experience (preferably gained in developing countries) with INGOs or NGOs 
Minimum 1 year of supervisory experience 
Excellent communication skills – verbal and in writing 
Excellent inter-personal skills and proven ability to negotiate with a wide range of people (internally and externally) 
Ability to adapt to the complex and stressful working conditions of the area of operations 
Cultural and gender sensitivity, adaptability, willingness to travel. 
High-level knowledge and practice with Word, Excel, Outlook, etc. 
Ability/willingness to work with extremely tight deadlines and multiple tasks. 
Excellent written and spoken English required; Arabic is an asset. 
Willingness to follow security policies and procedures.
