Background
The “Strengthening the Electoral Cycle in the Solomon Islands Project” (SECSIP) was launched in July 2013 to provide electoral technical assistance to the Solomon Islands Electoral Commission (SIEC) and other national institutions throughout the entire electoral cycle (pre-election; elections/polling and post-election) for the conducting inclusive and credible electoral process. Prior to the conclusion of SECSIP phase I in June 2017 a final evaluation was conducted which inform the development of the successive project phase launched on 1 July 2017 with an expected duration of three years.
The findings of the phase I evaluation exercise identified the need for the strengthening of the project financial reporting and recommended the strengthening of the project staffing structure. It is in this context that SECSIP II is seeking to engage a Project Officer for Administration and Finance who under the overall guidance of the CTA and under the daily supervision of the Project Coordinator will be responsible for supporting the administrative and financial aspects of the project implementation.
SECSIP is funded by the European Union, the Government of Australia and UNDP and focuses on five components of capacity development, voter registration, electoral reform, civic engagement/voter awareness and women’s political participation/gender mainstreaming. The project aims to develop synergies and strategic partnerships with a range of national stakeholders from government and civil society to ensure that an enabling environment for credible and inclusive elections is created. The overarching objective is to strengthen the link between the electoral cycle and other key governance processes and institutions, and contribute to social cohesion and the development of a pluralistic society
Duties and Responsibilities
Summary of Key Functions: management support.
• Provision of project operational support focusing on administrative, procurement, financial and logistical aspects.

Required Skills and Experience
University degree (Bachelor degree) in Business Administration, Commerce, Public Administration, Management, Finance, Economics, Humanities or a development related field and 3 years of professional experience
Master in Finance or Business Administration will be considered an asset.
Experience in the usage of computer software packages (MS Word, Excel, etc), and web based management systems
Previous experience in administrative and finance programme/project experience will be considered an asset; additionally, ATLAS working knowledge would be an advantage.
