Background

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Yemen facilitates humanitarian action across the county. OCHA mobilizes and coordinates principled humanitarian response in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies, advocates the rights of people in need, supports emergency preparedness and response and facilitates sustainable solutions for vulnerable people adversely affected by conflict and natural disaster. OCHA supports the work of the Humanitarian Country Team (HCT), the Inter-Cluster Coordination Mechanism (ICCM) national authorities and other humanitarian partners including NGOs in Yemen. OCHA’s operations are coordinated from the country head office in Sanaa.

The Reporting Associate will be based in Sanaa where s/he will be a member of the Reporting and Communication Unit with the role of supporting humanitarian partners (UN agencies, international and national NGOs and governmental counterparts and other stakeholders). Under the direct supervision of the head of the unit and with overall direction of the Head of OCHA and working as an integral part of the organization’s team, the incumbent will ensure maximum professionalism and added capacity in supporting the implementation of OCHA Yemen work plan in regard to reporting, communication and public information work.

Duties and Responsibilities

Under the supervision of the Head of Communications Unit, the Reporting Associate will:
Support OCHA Yemen strengthen reporting:
  • Ensure perspectives of affected communities are fed back into OCHA communications and policy work and feedback is provided;
  • Seek out and provide inputs into OCHA’s information products such as Humanitarian Bulletins, Situation Reports, web stories, social media products, and internal updates to team and management.
  • Draft input for internal and external daily, weekly and monthly reports;
  • Help manage and maintain OCHA Yemen social media, notably Twitter and Facebook, in English and Arabic.
  • Support OCHA Yemen’s engagement with communities affected by conflict:
  • Help OCHA Yemen better engage with Yemeni populations and communities through engagement with protesters, women’s and youth groups, etc to better understand their needs, perspectives;
  • Help OCHA Yemen better disseminate the UN and humanitarian objectives in Yemen through direct engagement with community;
  • Represent OCHA Yemen and Communications Unit in the Community Engagement Working Group or its equivalent and the Humanitarian Communication Network.
  • Facilitate knowledge building and management focusing on:
  • Provision of training and advice to staff (including senior OCHA and UN staff) on communications;
  • Be assigned any other duties as determined by the supervisor or the Head of Office (including translation when required).

Competencies

Professionalism:
  • A good understanding of community engagement strategies;
  • A good understanding of general media landscape and social media and experience running corporate Twitter and Facebook accounts;
  • Ability to conduct independent analysis, identify issues, and recommend appropriate solutions;
  • Ability to relate humanitarian issues and perspectives, including gender to political, economic, social and human rights developments in Yemen;
  • Strong negotiation skills: ability to lead and gain assistance of others in a team endeavour, and to articulate coherent arguments to reach agreement;
  • Ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. armed conflict, civil strife, natural disasters, human suffering and long work hours when situation demands);
  • Understanding of institutional mandates, policies and guidelines pertaining to humanitarian affairs and sound knowledge of the institutions and mandates of the UN system;
  • Experience of working in International agencies is an advantage, including the field of humanitarian action, protection of civilians in armed conflict, and civil-military coordination;
  • Good drafting and report writing skills are required; experience producing visual and multimedia content;
  • Presentation skills.
Planning and Organizing:
  • Proven ability to plan and organize, establish priorities, manage and monitor work plans, coordinate competing demands, and work to tight deadlines.
Communications:
  • Proven ability to write in a clear and concise manner and to communicate effectively, including ability to prepare reports and conduct presentations, articulating options concisely, conveying maximum information, making and defending recommendations.
Teamwork:
  • Strong interpersonal skills, including ability to operate effectively across organizational boundaries; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Required Skills and Experience

Education:
  • Bachelor’s Degree preferably in Political or Social Science, Law, International studies, Public Administration, or other relevant degree is desirable.
Experience:  
  • 4 years of relevant progressively professional responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management or other related areas, preferably with a UN organization or an NGO will be given a priority;
  • High school with 7 years’ experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management or other related areas, preferably with a UN organization or an NGO will be considered in lieu of Bachelor's Degree;
  • Excellent command of Office suite applications (Word, Excel, Access, PowerPoint), social media suites (Tweet deck, Hootsuite); preferably experience with photo and video editing tool (Photoshop, Premiere);
  • Experience with photography and video are an asset;
  • Journalistic experience is an asset;
  • Familiarity and good knowledge of social, political and economic conditions in the region;
  • Proven abilities in data collection, compilation, analysis and reporting with ability to write in a clear and concise manner and effective oral communication;
  • Proven skills in facilitating meetings and reporting.
Language Requirements:
  • Fluency in written and spoken English and Arabic is required (Writing skills will be tested).
