Background Information - Job-specific

In response to the request of the Government of Ukraine and further to the meeting between the President of Ukraine and UNOPS Executive Director on 15 May 2016 the United Nations Office for Project Services concluded an Agreement between the Government of Ukraine and the UNOPS on the opening of the UNOPS Office in Ukraine. The Agreement was signed on 22 November 2016.

According to the Agreement the UNOPS Office in Ukraine is mandated to provide a broad spectrum of services to the Government and people of Ukraine including but not limited to procurement, contracting, recruitment and administration, implementation of technical assistance, humanitarian and investment projects that are funded by the Government, international organizations, local communities, foreign governments and non-for-profit organizations, international financial institutions, UN Agencies and alike. 

Given the unique geographical position and development context similar to that of the majority of the CIS countries the UNOPS Office in Ukraine may also serve as sub-regional hub in the region.
The Procurement Advisor performs his/her duty under the direct supervision of Deputy Head of Ukraine Office and strongly contributes to moving the Ukraine Office toward achieving its mission-focused goals and objectives.  

Functional Responsibilities

The main objective of this assignment is to review and revise the existing procurement management systems, and advise on setting up effective procurement systems, policies and procedures. The incumbent will have the following key responsibilities:
• Assist with development of relevant projects, work plans, budgets and proposals for the consumption of UNOPS and its partners.
• Carry out interviews with the relevant partner procurement staff, including relevant senior managers and clients of procurement department, to understand the needs and plans.
• Conduct review of relevant procurement systems, policies and processes, operational frameworks and SOPs, and provide reports and briefs on relevant issues, as well as project and work plans to remedy identified issues and bring forth improvements.
• Review and advise on dependencies and interaction between the procurement, finance, and other relevant units such as travel and logistics.
• Review the overall performance gaps and suggest improvements to achieve efficiency in the procurement and logistics processes.
• Review the organizational structure of the partner procurement and supply divisions, conduct assessment of skills and capacities, and make recommendations regarding optimal structure, as well as capacity development needs.
• Prepare thorough draft procurement and supply chain policies and procedures (Standard Operational Procedures, Operational Manuals, Flowcharts, Guidelines, etc.) based on international best practices, and organize workshops for review and validation of different stakeholders, and revise accordingly.
• Develop SOPs to be used as a guidance on operationalization of new systems, structures and processes, and organize capacity development events and workshops, as relevant. Provide draft and generic ToRs for key positions, as neede
• Provide regular reports on the progress of the project to the relevant project stakeholders
• Guide the Procurement Team on complex procurement matters.

Education

Master’s Degree or equivalent in Business/Commerce, Law, Economics and other work-related science required.
Applicants with Bachelor’s Degree in related fields with additional two years of relevant working experience may also be considered.


Certifications

Appropriate and relevant international/UN certification (e.g. CIPS) in procurement and project management (PRINC2).

Experience

Minimum 7 years of progressively responsible experience in procurement services, marketing, sales or/and customer relations in either public or private sector international organisations is required;

Minimum two years of UN/UNOPS experience in procurement is required.

A combination of Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Languages

Full working knowledge of English is essential.

Fluency in Russian and/or Ukrainian is an asset.

Fluency in one or more additional official UN languages (Arabic, Chinese, French, Russian, Spanish) is an advantage.

Contract type:  Individual Contractor Agreement
Contract level: International Specialist Level 3 (ICS11 equivalent)
Contract duration: 1 year initially, renewable subject to satisfactory performance and funding availability.
