This position will be based in Baghdad, Kirkuk and Mosul.

 

About the job

The implementation of projects that aim to restore WASH infrastructure and services that have been damaged by the recent Iraq conflict in order to facilitate the return of a population affected by displacement. Also, to implement projects that support individual shelter and infrastructure needs through market-sensitive Shelter programming and integrated approaches in line with area strategies another other sector PMs (Livelihoods, Protection, CCCM etc.). Your main duties and responsibilities will be:

 

  • Ensure timely and technically sound planning, implementation and monitoring of WASH/Shelter/Infrastructure activities, including budget responsibility, in the assigned areas and other locations as agreed;
  • Identify, assess and plan the rehabilitation of critical infrastructure, including water networks, pump stations, drainage systems, sewage works, housing and schools etc. through the line management of technical teams;
  • Liaise with relevant local government Directorates to ensure the need, design and appropriateness of the intervention, to ensure buy-in of local technical authorities as well as capacity building where relevant;
  • Under the supervision of the WASH/Shelter/Infrastructure Coordinator, in line with other PMs, recruit, provide supervision and coaching/on the job training of the project staff, and undertake performance appraisals when appropriate;
  • Contribute to the development of, and generation of innovative and appropriate ideas for, proposals to secure follow on or expansion funding for the WASH/Shelter/Infrastructure portfolio as per identified needs in accordance to the sector and area strategy;
  • Prepare and maintain up to date work plans and expenditure plans, in line with project and budget documents;
  • Work with other departments to implement integrated activities and coordinate work plans in similar areas effectively;
  • Prepare and submit regular qualitative and analytical reports within defined timeframes;
  • Undertake regular field/site visits to ensure technical support to WASH/Shelter/Infrastructure staff and thorough monitoring of the implementation of activities in the area of operation;
  • Ensure that project activities implemented and are implemented in line with DRC’s mandate, policies, procedures and country strategy, as well as with donor’s requirements and national and international rules and guidelines;
  • Contribute to refining of data collection, monitoring and reporting tools, and to the harmonization of WASH/Shelter/Infrastructure methodologies and tools across the country and/or region;
  • Ensure Age, Gender and Diversity (AGD) approach is consistently applied to interventions through community and rights based participatory methods;
  • Ensure the respect of DRC Code of Conduct, and DRC zero tolerance policy regarding Sexual Exploitation and Abuse (SEA), the Core Humanitarian Standards and the mainstreaming of Protection and AGD into DRC’s programming;
  • Coordinate with relevant national and international actors and actively participate in relevant clusters, sectors and working groups and other meetings in the area of operations;
  • Represent DRC at sub-national-level forums relating to WASH, Shelter and Infrastructure;
  • Coordinate with other WASH/Shelter/Infrastructure PMs to operate in line with the sector strategy for DRC Iraq and feed in lessons learned to other area operations;
  • Line manage and develop the capacity of a WASH/Shelter/Infrastructure Team;
  • Prepare regular and timely updates and reports for Area Manager and other colleagues as requested;
  • Any other duties as directed by the Area Manager;

     

    About you

    To be successful in this role we expect you to have an advanced university degree in architecture, construction management, civil engineering and or water and sanitation engineering. Moreover, we also expect the following:

     

    Required

  • Significant professional or practical knowledge of WASH/Shelter/Infrastructure strategies, policies and implementation modalities in complex humanitarian and international development contexts, from both a rural and urban setting;
  • Cultural and gender sensitivity, adaptability, flexibility, hands-on, problem solver;
  • Proven experience of at least 3 years in WASH, infrastructure and/or Shelter programming, preferably in an emergency or early recovery setting;
  • Experience in international humanitarian work and refugee/IDP complex emergencies, including in camp settings;
  • Experience with managing teams and providing technical guidance, training and capacity building of Governmental counter parts;
  • Experience working and living in a challenging security environment and under strict safety rules;
