Based within the Ministry of Natural Resources and Environmental Conservation, in Naypyitaw, the Green Economy Strategy Development/Resource Mobilization Advisor will work closely with GGGI Country Representative (CR) to conceptualize a framework for and leads drafting of GGGI’s 5-yr Country Planning Framework. The Consultant shall lead and coordinate consultations with key government partner agencies throughout the process to ensure political commitment to support GGGI’s 5-yr CPF. The consultant will support the CR in networking among potentially strategic future funding partners and among potentially strategic implementing partners and will lead development of a systematic assessment of each. The consultant will support the CR in prioritizing three priority concept notes for resource mobilization and will develop detailed concept notes and explanatory powerpoint presentations for each.  In response to funding partner and in consultation with the GGGI team, the consultant will lead the development of a full proposal for submission to a solicited call for proposals. Finally, the consultant will be expected to ensure knowledge transfer for tools, approaches, and networks developed through coaching, mentoring and clear documentation of resource mobilization strategy implementation activities and routines.  The successful candidate should possess strong proposal development, stakeholder engagement skills, policy development, analytical thinking skills, and experience in project management and implementation. Advanced qualifications and professional experience relevant to bankable project design and financing in forestry, agriculture, sanitation, waste management, renewable energy or energy efficiency, transportation and/or urban development in, particularly in Myanmar or Southeast Asia, highly desirable.

Introduction:

 

The Global Green Growth Institute (GGGI), based in Seoul is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

                                                                                                   

GGGI established its country program in Myanmar in March 2017 and is hosted by the Environmental Conservation Department within the Ministry of Natural Resources and Environmental Conservation (MONREC) in Nay Pyi Taw. Currently, GGGI implements a technical advisory support program developing the Myanmar government’s Monitoring, Reporting and Verification System (its Nationally Determined Contribution (NDC) under the UNFCCC Paris Agreement on Climate Change).  In addition, GGGI is in the process of developing a 5-year Country Planning Framework, which will support policy implementation in national and sub-national government agencies and private sector investment opportunities. This planning framework will focus on green growth strategy interventions relevant to energy and water sectors, sustainable landscapes and resilient cities development.

 

Key focal areas of GGGI’s Country Business Plan, to which the consultant will be expected to contribute will include (but may not be limited to):

  • Socially Inclusive, Climate Resilient, Sustainable Landscape Investment Program
  • Implementing Myanmar’s NDC Roadmap for LEDS and Liveable Green Cities
  • Green Climate Fund National Authorized Entity Identification/Strengthening

 

 

Objectives/Purpose of the Assignment:

  • Leads development of GGGI Myanmar’s 5-year Country Planning Framework and explanatory powerpoint presentation, which will frame the scope of GGGI’s engagement with government partner agencies in Myanmar resulting in promotion of enabling environments for development of economically viable, socially equitable and environmentally sustainable investments for Myanmar’s landscapes, watersheds, and cities;
  • Supports Country Representative in developing networks and systematic knowledge based of potential development partner resource mobilization opportunities in line with strategic areas identified in GGGI’s Country Planning Framework.
  • Leads development of three resource mobilization concept notes corresponding with priority strategic opportunities, and explanatory power point presentations for each, for submission/presentation to strategic funding partners.
  • Leads development for a full project proposal to be submitted in response to solicited calls for proposals.
  • Supports capacity-building and mentoring to government and GGGI country team as necessary.

a)      The Consultant shall develop a list of key sectoral contacts among at least 40 potentially strategic funding partners and 50 potential implementation partner agencies.

b)      The Consultant shall develop a systematic assessment framework documenting strategic alignments of key potential development partners with GGGI’s objectives, funding trends, key implementing agency recipients, and a process for maintaining updated strategic knowledge of development priority opportunities. The consultant will document based on this diagnostic framework no less than 40 potential strategic funding partner agencies, and 50 potential implementing partners.

c)      Handover of updated partner assessment toolkit, contact list,  key partner engagement events calendar for 12 months and 5 strategic opportunities identified for near (2-yr) and medium-term (5-yr) time horizons each.

Deliverable 3 (a +b) : In line with development partner strategy and GGGI country policy framework priorities for development of economically viable, socially equitable and environmentally sustainable policy development with regard to Myanmar’s landscapes, watersheds, and cities:

 

a)      The Consultant shall draft no less than 3 and up to 5 concept notes targeted at distinct priority funding partner opportunities, all to be approved by GGGI (and where possible) submitted to development partners. GGGI concept note to be adapted if not already provided by potential funding partner.

b)      The Consultant shall develop and submit 1-2 proposals for funding with a combined value equivalent no less than $10,000,000. [Consultant will receive bonus payment for successful proposals if he/she leads in following up on all funding partner documentation/editing requirements.)

 

Each Proposal  will comprise a proposal document and a PPT presentation that provide a clear narrative, ToC and logical framework that define the project’s:

•  Relevance to donor’s (i.e. resource partner) strategic priorities

•  Relevance to the particular needs and constraints of the target state/region) and ultimate beneficiaries

 

 

•  Relevance to relevant sectors partner institutions’ strategies and needs;

•  Relevance of the project to GGGI’s Strategic Plan and, if appropriate, the Country Planning Framework and/or Thematic Strategy;

•  Synergy (incl. complementarity to other relevant donors’ initiatives and avoidance of duplication) and added value/comparative advantage of GGGI.

•  Description of how the project contributes to relevant global priorities, including the Sustainable Development Goals  and Nationally Determined Contributions

•  Detailed budget and workplan gannt chard to be developed as per the template and instructions provided by GGGI or the funding agency.

  • Keeps abreast of socio-economic and political changes in Myanmar leads development GGGI’s country program and resource mobilization systems;
  • Leads selected development resource mobilization efforts in support of GGGI’s Myanmar Country Planning Framework.

  • Liaises effectively with technical staff members supporting country program from HQ;

  • Supports the country program in maintains a coordinated and agreed information exchange for sharing with potentially strategic funding and implementing partners ;
  • Ensures that key country resource mobilization opportunities are shared internally shared HQ and agreed upon before communicating to donors;
  • Ensures that experiences and best practices from within and beyond GGGO are documented and shared across the organization, including through international knowledge platforms (i.e. Green Growth Best Practices and Green Growth Knowledge Platform).

Qualifications/Experience/Expertise

 

QUALIFICATIONS

  • Master’s degree in international development, natural resources management, rural development, agriculture, energy policy, water resource management, urban development, waste management, WASH, development or environmental economics, business/finance, or other area related to green growth;
  • Minimum 10 years’ experience working in an international setting;
  • Minimum 5 years’ experience leading technical and/or capacity-building projects relevant to land-use, energy, cities and/or water sectors in developing countries;
  • Excellent fluency in written English a must;
  • Proven experience in organizational strategy development;
  • Demonstrated experience in successful project proposal development;
  • Demonstrated experience in advising/consulting with government agencies;
  • Demonstrated networks among key Green Growth relevant development funding partners in Asia;
