Position Remarks

This fixed-term appointment is for a duration of two years with a six-month probationary period, and is subject to the relevant OPCW Staff Regulations, Interim Staff Rules and other internal legislation as applicable, and is in accordance with the decision C-22/DEC.14 of the Conference of States Parties This vacancy notice is also open to former OPCW staff who have served as an inspector in the Technical Secretariat and have had a break in service in accordance with the above mentioned decision of the Conference of State. The Director-General retains the discretion not to make any appointment to this vacancy, or to make an appointment with a modified job description. Several vacancies may be filled.

Principal Functions

We are looking for experienced inspectors to take up the challenge of leading inspection missions under the mandate of the Chemical Weapons Convention. Working through an established cell structure with designated teams of inspectors and in accordance with the OPCW’s core values you will be responsible for the following:-

A) Leading relevant types of inspections under Articles IV, V, VI, IX and X of the CWC with specific responsibilities in.

1. Direct Inspection Planning and Preparation including
· co-ordinating the pre-inspection phase of the inspection
· managing relevant teams of staff.,
· selecting the inspection equipment in consultation with relevant staff with the OPCW.
· prepare a written inspection plans & preserve the confidentiality regime of the Organisation during mission preparation.

2. Direct and Oversee all On-site Mission related Activities including

· officiating as the ranking on-site representative of the OPCW Technical Secretariat
· ensuring the safe arrival and return of both inspection team and equipment to in accordance with all established protocols including health and safety regulation
· manage the inspection team to ensure that the aims of the inspection mandate are fulfilled to required timelines and in adherence to all policies and procedures.
· negotiate with the inspected State Party through the use of diplomatic and technical negotiation skills to resolve issues that may arise during the mission.
· provide situation reports on the inspections progress and ad hoc communication with the Inspectorate on operational matters and with the Verification Division on verification issues.
· act as the inspection teams point of contact for media, if required, as advised by the OPCW Technical Secretariat.
· analyse and interpret the various types of information gathered on site and its relevance to the aims of the mission.
· Report the findings of the inspection on site, through the required Preliminary Findings Report (PF) or in the case of ongoing monitoring missions an Interim Report.
· Provide the PF and debrief the representatives of an iSP on the conclusion of an inspection.

3. Direct All Post Inspection Activities

B) Provide Technical Advice and Support to the Inspectorate and Other Units of the Technical Secretariat in relation to .
· the transition to the post-destruction phase Inspectorate Division structure.
· supporting knowledge transfer and maintenance of CW expertise to the Inspectorate staff.
· directing and conduct lectures and/or practical exercises in support of the Technical Secretariat functions.
· advising and participating, if necessary, in negotiating teams and working groups in discussions with the state parties on Facility Agreements, and technical and logistic issues related to verification
· participating in bilateral visits to carry out engineering reviews, assist iSP's with the preparation of destruction plans, declarations, etc. (these may be under an inspection mandate).

C) Undertake any Special Duties and Tasks as Directed by the DoI or DG.

Knowledge and Skills

A relevant advanced university degree, a relevant first level university degree in combination with qualifying experience (minimum 9 years) may be accepted in lieu of the advanced university degree. Certified relevant training together with extensive relevant technical background and a minimum of 13 years’ experience may also be considered.
· Chemical Weapons-Munition Specialist (CW-MS): relevant degree would include Science based or engineering (with background in chemical weapons/munitions)
· Chemical Production Technologist (CPT): relevant degree would include chemical engineering or chemistry or closely related field
· Analytical Chemist (AC) : chemistry
· Health and Safety (H): relevant degree would include health sciences or closely related field

Skills and competencies

Ability to deal with complex inspection issues and interpret procedures and guidelines in order to adapt them to cover complex inspections
Ability to communicate both verbally and in writing with specific reference to the outcome of inspections and the required reporting
To be able to deliver training as necessary and to prepare documents of a technical nature
Able to work in diverse inspection environments
Demonstrable ability to work in a multi-cultural inspection environments
Conflict management skills and well developed negotiation experience.
Specific skills and competencies as necessary:
· For CWMS: Certified experience and training in CW agents, CW - design and CW detection technology, Certified training and experience in explosives, explosive safety, explosive ordnance disposal, and in conventional munitions design and safety, Certified training and experience in the use of protective clothing and decontamination methods, Certified training and experience in non-destructive evaluation (NDE) methods
· For CPT/AC specialists hands-on experience in using sophisticated analytical instruments, in particular, GC-MS and FTIR
· For H&S specialists specifically practiced in dealing with assessment & treatment of potential ill-health and injury issues whilst on mission.

Experience

Essential:
· With an advanced degree at least 7 years relevant experience including at least two years as an Inspector as notified to the State Parties
· With a university degree in a relevant field with at least 9 years relevant experience including two years as an Inspector as notified to the State Parties.
· With certified relevant training at least 13 years relevant experience including at least two years as an Inspector as notified to the State Parties.

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.


Desirable Experience:
· For CWMS: Certified experience and training in CW agents, CW - design and CW detection technology, Certified training and experience in explosives, explosive safety, explosive ordnance disposal, and in conventional munitions design and safety, Certified training and experience in the use of protective clothing and decontamination methods, Certified training and experience in non-destructive evaluation (NDE) methods
· For CPT/AC specialists hands-on experience in using sophisticated analytical instruments, in particular, GC-MS and FTIR

Salary Remarks

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figure quoted on the right, is based on the May 2018 rate of 41.7%.
