Background Information - Myanmar

Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Three Millennium Development Goal Fund (3MDG), the Livelihood and Food Security Trust Fund (LIFT) and the Joint Peace Fund (JPF). Also, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund’s Regional Artemisinin-resistance Initiative targeting drug-resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organisations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.


Background Information - Job-specific

In February 2009, the UNOPS Myanmar was selected by the Myanmar Country Coordination Mechanism for the Global Fund to Fight AIDS, Tuberculosis and Malaria as one of two Principal Recipients of GFATM grants for Myanmar. The implementation of the grants has commenced in January 2011.

In August 2013, the UNOPS Myanmar was selected by the Regional Steering Committee for the Artemisinin Resistence Containment Initiative for the Global Fund to Fight AIDS, Tuberculosis and Malaria as Regional Principal Recipients of GFATM regional grant for Greater Mekong Subregion (Cambodia, Laos, Myanmar, Thailand and Vietnam). The implementation of the grant has commenced since January 2014.


Functional Responsibilities

Under the direct supervision of the Logistics Analyst, and in accordance with UNOPS policies, procedures and practices, the Logistics Assistant is responsible for performing the following duties:

  • Assist and support the coordination of different logistics  activities undertaken by UNOPS within the GFATM grant for Myanmar and RAI Regional component to ensure that client’s needs are satisfactorily met in accordance with UNOPS Financial Rules and Regulations and Procurement Manual as well as quality assurance policies of the GFATM
  • Assist the Logistics team in managing the Logistics component of Supply Chain;
  • Assist in preparing payments of Procurement and Supply Management (PSM) operations and generate Goods/Services receipt in ERP
  • Verify, prepare and submit the payment documents related to PSM operations
  • Travel to the States/Regions/ Townships to monitor the storage practices being followed by Sub-Recipients (SRs), provide feedback to SRs and take all steps to improve the supply chain system in the country.
  • Liaise with the SRs logistics teams and to inform them on the shipping dates and ETA of goods;
  • Liaise and coordinate with Freight forwarders and Transport Companies and assist in customs clearances operations;
  • Liaise and coordinate with the SRs Logistics teams for the issuing of custom duty exemption documents to the custom clearing agent.
  • Prepare delivery notes and any other documents needed for certification purpose;
  • Maintain inventory and logistics related documents and files;
  • Draft letters for dispatch to SRs related to Logistics & Supply Chain Management;
  • Assist in organizing & coordinate trainings for the logistics unit and assist in preparation of trainings and monitoring trips;
  • Assist the logistics & procurement unit with regards to operational tasks such as inventory security, delivery & receipt of goods, materials etc;
  • Check and ensure SR’s stores and equipment are being well maintained and that the supplies are stored safely, securely and properly;
  • Arrange transportation of equipment & materials to the designated location, including loading and uploading and ensure issuance of proper documentation, i.e. delivery notes, packing list, insurance,  etc.;
  • Perform other related duties as may be assigned by the supervisor.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Monitoring and Progress Controls

  • Records of inventory/supplies’;
  • Standard at which supplies are maintained and safeguarded;
  • Efficiency & effectiveness in arranging transportation of supplies;
  • Records of payment preparation process.

  • Logistics plan properly maintained and updated
  • Payment documents verified, prepared and submitted on time and properly maintained
  • Timely reporting of activities
  • Timely delivery of supplies to designated location/recipients
  • Proper & up to date filing system maintained.



Education/Experience/Language requirements

a.      Education

  • Secondary education diploma or equivalent is required.
  • Bachelor’s degree preferably in Pharmaceutical Studies or Supply Chain and Logistics Management or related field would be an advantage and may substitute for some of the required years of experience.

b.      Experience

  • Minimum of 5 years of  experience in logistics, procurement, support service, administration or other related area is required.
  • Minimum 1 year of experience in logistics field is required.
  • Sound Knowledge of Good Storage and Distribution Practices for pharmaceutical products established by the World Health Organization is an asset
  • Healthcare and Pharmaceutical Logistics/ Inventory background is preferable
  • Knowledge of UN rules and regulations, particularly UNOPS procurement procedures a great advantage

c.       Language

  • Fluency in written and oral English and Myanmar language is required.
