Nature of the Consultancy:

• Objective: Support of the implementation of the Identity and Border Management (IBM) projects under the Migration Management Division in IOM Afghanistan

• Target: Migration Management Division in IOM Afghanistan, Afghan Government counterparts ( Ministry of Interior, Afghan Border Police, Ministry of Communication and Information Technology)

IOM Project to which the Consultancy is Contributing: Land Allocation Registration System and the Migration Information and Data Analysis System projects implemented in Afghanistan.

Core Functions / Responsibilities:

Under the supervision of the Migration Management Officer, the candidate is responsible for effective support of the implementation of the Identity and Border Management (IBM) projects

under the Migration Management Division. In particular, he/she is responsible for: 1. Manage all aspects of the implementation of the Migration Information and Data Analysis System (MIDAS) and Land Allocation Registration System (LARS)

2. Conduct field visits to BCPs and field locations for feasibility and needs assessments for IBM related project activities (i.e. MIDAS, LARS) including technical assessments, installations (including LAN cabling) and configuration, trainings and Monitoring and Evaluation. 3. Develop, contextualize and deliver MIDAS and other training plans, related training manuals and Standard Operating Procedures (SOPs) in coordination with relevant Government counterparts for end users of all IBM systems developed by IOM.

4. Coordinate, oversee and evaluate capacity building trainings, in coordination with IBM HQ and Regional Office for Asia and Pacific experts as necessary, for user training and installations, notably for MIDAS, LARS and other IBM initiatives implemented under MMD. Page 1 / 55. Lead and manage the day to day activities of the MIDAS technical development team in MMD, in close coordination with the Migration Management Officer and MIDAS Team in IOM-HQ (Geneva).

6. Lead and manage the day to day activities of the LARS technical development team in MMD in close coordination with the Migration Management Officer.

7. Support the Migration Management Division (MMD) with the implementation of Identity and Border Management (IBM) projects in line with IOM and donor requirements implemented by IOM Afghanistan.

8. In coordination with the Migration Management Officer oversee and coordinate the IT technical staff members within the Migration Management Division.

9. Draft necessary inter-agency and inter-governmental procedures, documents, Data Sharing Agreements, Memoranda of Understanding etc. in line with IOM standards and guidelines. 10. In coordination with the Migration Management Officer, support the Government of the Islamic Republic of Afghanistan to strengthen the IT and network infrastructures of its border management information system at all points at the selected Border Crossing Points (BCPs). 11. Deliver capacity building initiatives of the relevant government counterparts focusing on IT equipment installation and maintenance, ensuring adequate transfer of knowledge and skills to relevant officials to ensure efficient procedures and effective border management system. 12. Provide inputs including progress updates on implementation of activities, capacity building initiatives undertaken, assessments carried out, challenges, proposed recommendations to overcome challenges etc. to the Migration Management Officer for the timely submission of reporting on projects, including ad hoc, monthly, interim, quarterly, annual and end-of-project reports.

13. Supervise, direct and mentor the National Program Officer (Identity and Border Management Information Systems) and IBM technical team in MMD.

14. Take the internal lead with MMD in identifying and recruiting qualified technical staff needed to support the continuous development of MIDAS, LARS and IBM projects. 15. In coordination with the Migration Management Officer represent IOM and participate in meetings with other agencies, donor and government counterparts.

16. Coordinate with other units as required.

17. Perform any other duties as assigned

Tangible and Measurable output of the Work Assignment:

1. Carry out field assessments at the LARS field office in Jalalabad and selected border crossing points under the MIDAS project. (BCPs to be confirmed by the government). 2. Prepare technical assessment reports

3. Provide technical specifications for procurement of equipment

4. Carryout training needs assessment and report

9. Assist Programme Manager to finalise ToRs for technical staff to be recruited for the LARS and MIDAs projects.

10. Assist in the recruitment process.

11. Lead on the installation of equipment under the LARS and MIDAs projects.

Required Qualifications and Experience:

Education

• Master’s degree in Computer Science/ Information Technology or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience; Page 3 / 5Experience

• Background in border management (including border management technologies), travel and identity documents, biometric applications in the migration sector, and related areas; • Experience in systems analysis and design, programming using Microsoft technologies (C#, SQL, Visual Basic .NET) and database management for border management solutions; • Experience with systems that collect and use biometric information, particularly photographs and fingerprints;

• Experience with planning and delivering end-user training, IT administrators training and undertaking information systems support;

• Experience in planning, organizing, and delivering MIDAS trainings;

• Knowledge of information security standards such as ISO 27001 is an advantage; • Knowledge of IOM project financial management procedures and tools is an advantage; • Experience in writing training plans, manuals, statements of works, standard operating procedures and detailed instructions;

• Experience providing support to national efforts in training/capacity building, law enforcement, operations, border security and/or management is desired;

• A good understanding and previous experience with MIDAS is required. Languages

• Fluency in English is required. Working knowledge of Dari or Pasto is an advantage. Note

• Duty station is in Kabul Afghanistan with extensive travel to the provinces. Desirable Competencies:
