NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Purpose of the Job:
The ICLA Technical assistant will help implement ICLA programme in the southern Region, focusing on Kandahar and surrounding areas. The aim of NRC’s information, counselling and legal assistance (ICLA) program support refugee and IDP men and women to claim their rights. Our aim is to empower people to survive displacement and build new lives. Whether they have just fled from their homes, have been displaced for a long time or are preparing to return home, displaced people often experience rights violations. They are often more vulnerable than the general population.
ICLA technical assistant is the key staff working directly with displaced people. Technical assistant will report to the ICLA coordinator, working under the guidance of the ICLA coordinator and ICLA PM. She will be implementing ICLA program especially Legal section in southern region. Working closely with other NRC’s CCs. she will be expected to spend up to 75% of her time in the field, visiting beneficiary and local authorities etc.

Job description

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated project portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Promote and share ideas for technical improvement
  • Provide legal information, counseling and assistance to displaced affected people in accordance with the applicable laws and procedures, including timely and appropriate follow-up, referring loading appeals etc.
  • Remain updated on current legislation and legal developments in Afghanistan.
  • Identify and select beneficiaries, collecting relevant documents (copies of claim files, customary or title deeds, client request from NRC, NRC contract with client, VRF or village leader certification or any other relevant documents)
  • Bring legal problems of clients to the attention of relevant departments and/or represent clients before Justice and Judicial offices;
  • Follow up of legal cases on a bi-weekly basis, writing case history, daily actions, and legal problem forms. It includes case closing sheets when closed.
  • Accurately register cases in the electronic database within the month. Registered new cases with relevant documents and data (case history, actions …) should be recorded in database. Solved, referred, closed unsolved cases should be report to database accordingly and accurately.
  • Arrange and conduct community sensitization on HLP, LCD and essential documents.
  • Relevant documents should be collected within the same months of registration as well as case histories, actions should be written on a daily basis, and case closing sheets maximum by middle of next month;
  • Maintain and update hard and soft copy files of documents and pleadings in individual cases in accordance of NRC soft and hard filling system;
  • Prepare weekly plan, weekly report, monthly report, tentative mission plan or any other report if required;
  • At all-time respect the anonymity of clients approaching NRC and the confidentiality of information received from any clients;
  • Report any issue/concern to immediate superior if required. (report will remain confidential);
  • Work closely with the Information section in referral of information cases;
  • Any other reasonable task as instructed by immediate superior;

Qualifications

  • Fresh Graduated University degree from faculty of law or Sharia
  • 6 months to 12 months work experience
  • Fluency in Pashto Language.
  • Familiarity with NRC's work in the region is an asset.
