The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Purpose of the Job:
The Livelihoods and Food Security Assistant (Agriculture) will help implement and monitor NRC’s livelihoods and food security programmes in the North Region, focusing on Mazar and surrounding areas. The aim of NRC’s livelihoods and food security programme is to enable vulnerable displaced people and host communities to produce food, improve their access to income earning opportunities, or start small businesses, so they can support their families. This is part of NRC Afghanistan’s broader strategy to promote durable solutions to displacement – beyond short-term emergency assistance – and to prevent further displacement.

Job description

  • Adhere to NRC policies, tools, handbooks and guidelines
  • Assist a range of support with the implementation of the Livelihoods and Food Security Core Competency portfolio according to plan of action
  • Implements independently procedures and activities within own function or core competency as delegated
  • Help select beneficiaries eligible for livelihoods and food security programmes, based on guidelines and procedures given by the LFS Officer (Mazar Area Office) and Livelihoods and Food Security Coordinator (Mazar Area Office).
  • Immediately report any challenges or implementation delays to the LFS Officer (Mazar Area Office) and Livelihoods and Food Security Coordinator (Mazar Area Office).
  • Maintain clear and up to date records of livelihood programme beneficiaries and activities (beneficiary numbers, locations, contact details, activity progress) – including by regularly visiting beneficiaries’ homes or businesses.
  • Help collect baseline and monitoring data by conducting interviews with beneficiaries and key informants.
  • Organize nutrition, food security and WASH awareness sessions for beneficiaries and host communities.
  • Supervise community-based workers working in NRC’s livelihoods and food security projects (e.g. agricultural extension workers and nutrition awareness community trainers).
  • Help ensure that environment, age and disability concerns are mainstreamed in projects.
  • Support these community-based workers to deliver quality services, including by regularly accompanying them to the field (e.g. attending agriculture trainings).
  • Help beneficiaries obtain any necessary administrative/ legal documentation such as small business permits from the municipality and work permits from governmental departments.

Qualifications

  • Graduated from High School; higher education is an advantage
  • 1-2 years experience working in agriculture and livestock development projects (e.g. kitchen gardens, small-scale poultry rearing, fruit-tree planting, greenhouses, setting up agricultural cooperatives etc.)
  • Experience working with local authorities in the North Region.
  • Experience working in the field with low-income communities
  • Good written and spoken Dari. Good spoken English.
  • Good knowledge of Microsoft Excel and Word.
  • Ability to be highly mobile and spend a lot of time in the field (beneficiary households, visiting local businesses, meeting with local authorities etc.)
  • Creativity and willingness to try new things
  • A positive and collaborative attitude and willingness to work in a team
  • A willingness to work in a multi-cultural environment

Education field
