OBJECTIVES OF THE PROGRAMME

The overall objective of the programme is to support the Ministry of Health (MoH) to strengthen the coherence and support the implementation of the national health information strategy under the health sector reform framework. The specific objectives include\:

  • To support the overall development and management of an integrated health information platform to generate evidence for planning and monitoring of the national sector plan, universal health coverage (UHC) and sustainable development goals (SDGs);
  • To strengthen the national programme information system at central and subnational level for effective monitoring of trends analysis, prioritization, intervention and response;
  • To strengthen national capacities for management and use of health information for policy and strategic planning;
  • To support the MoH in database management, web-based software functionality, generation of various dashboard for overall management and programme management; and
  • To harmonize the programme reporting flow within the Country Office and regional programme (Malaria, Neglected Tropical Diseases)

DESCRIPTION OF DUTIES

Under the supervision of the Technical Officer, Health Information, with guidance from the Coordinator, Health System (and Social Determinants of Health), the incumbent will carry out the following activities\:

  1. Oversee the performance of data collection and entry of Health Management Information System (HMIS) and other programmes that are in District Health Information System (DHIS) 2 integrated health information platform including management of user roles and user list;
  2. Use DHIS2 for data analysis and generate standard reports, visualizations and dashboards for all the programmes involved and monitoring and evaluation progress reports for UHC and SDGs including health systems summary and policy brief;
  3. Revise and standardize forms (including paper form), data sets, electronic metadata that needs to be configured in DHIS2;
  4. Provide DHIS2 specific IT technical support to all involved programmes in the country office;
  5. Follow up on financial flow reporting flow, the disease surveillance, offline version for HMIS, tracker implementation for maternal and child health and other items in the national database;
  6. Follow up and support the implementation of the national guidelines on data collection and reporting;
  7. Organize and prepare for workshops, trainings related to DHIS2; and 
  8. Perform other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree on information technology, statistics with computer programming as minimum.
Desirable\: Attended, at minimum level 2, DHIS2 Academy for event capture and tracker capture.

Experience

Essential\: Minimum one year experience in application of DHIS2, especially database management.
Desirable\: Experience in application of software programming for backend and database management. Experience in preparation and conduct training on the use of DHIS2.

Skills

  • Knowledge and experience in the use of DHIS2 for configuration of datasets, reporting system including standard reports. 
  • Experiences in statistics data analysis tools, use of Microsoft Office programmes. 
  • Knowledge and experiences in computer programming with the use of JAVA Scripts, SQL, HTM. 
  • Other knowledge, experiences in health system, health information technology is an asset. 
  • Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 16,469 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
