Are you a passionate gender expert seeking to improve gender mainstreaming, strengthen gender equality programming and make sure the specific needs of both women and men are met in a humanitarian crisis?

 

The Gender Standby Capacity Project (GenCap) – an IASC initiative created in 2007 between UNOCHA and the Norwegian Refugee Council (NRC) – seeks to facilitate and strengthen capacity and leadership of humanitarians to undertake and promote gender equality programming to ensure the distinct needs of women, girls, boys and men of all ages, are taken into account in humanitarian action at global, regional, and country levels.

Gender Advisers are deployed to support the Humanitarian Coordinator, Humanitarian Country Teams, UN agencies, cluster leads, NGO`s and governments.  GenCap Advisers can be deployed in the initial stages of sudden-onset emergencies as well as for protracted or recurring humanitarian situations.

 

GenCap now seek experienced advisers to their standby roster.

The primary responsibilities of GenCap Advisers are to facilitate, coordinate and advocate for gender mainstreaming throughout all humanitarian operations. You will be asked to provide technical leadership and support on gender-equality humanitarian programming, working in close collaboration with humanitarian country teams, sectors/clusters, UN agencies, governments, NGOs and civil society and:

  • Provide expertise and facilitate advisory services to the humanitarian leadership on gender mainstreaming and gender equality measures.

  • Enable clusters/sectors to take gender dimensions into account in overall humanitarian response needs as well as strategic planning, implementation and monitoring of humanitarian action

  • Facilitate the integration of a gender analysis in the overall strategic planning and programming of the humanitarian community, including in funding mechanisms

  • Strengthen the capacity of Humanitarian/Resident Coordinators, clusters/sectors, governments, UN agencies, international and local NGOS on gender-equality humanitarian action.

     

Qualifications

  • A minimum of 7 years of relevant humanitarian experience, including operational field experience in an inter-agency setting

  • Extensive technical expertise in gender-equality humanitarian programming

  • Advanced university degree in a relevant field. A combination of a first-level university degree with qualifying relevant professional experience may be accepted in lieu of an advanced university degree

  • Experience in capacity building and coordination

  • Demonstrable understanding of the UN inter-agency mechanism, UN agencies’ mandates, and the main humanitarian frameworks and tools

  • Proven ability to negotiate and strategically influence change with a wide range of stakeholders (including at senior level) through team/coalition building and advocacy

  • Excellent analytical, strategic planning, oral and written communication skills

  • Languages: working proficiency in French, Arabic, Russian and/or Spanish language will be highly regarded.

  • Ability to make gender equality programming practical, and work strategically with a wide range of humanitarian actors, including at senior level and in an inter-agency capacity

  • Ability to work independently and seeking variety and flexibility within their field of work.

  • Ability to provide senior level expertise on gender mainstreaming in humanitarian action and promote gender equality in humanitarian programming.

  • The project strives to have a gender balanced team of experts and men are actively encouraged to apply.

GenCap missions:

  • Successful applicants will become members of the GenCap standby roster. You will then be contracted on a deployment specific basis to a country operation, according to need.

  • The length of each deployment is generally six months but can be extended.

  •  No family duty stations

 

Practical Information:

  • Protection is at the heart of the work Gencap does; candidates selected for interview can expect for this aspect of their profile to be explored in some detail.

  • Selected candidates are expected to be available for mission within the first three (3) months of having been accepted to the roster.

  • Shortlisted candidates may need to pass an English language test as part of the selection process.

  • Interviews will be conducted face to face in Oslo (Norway) shortly after the closing of this advertisement.
