Nous recherchons un Emergency Program Manager hautement qualifié pour œuvrer dans l’une des plus grandes ONG internationales en République Centrafricaine (RCA).

Who are we?

Danish Refugee Council (DRC) est une ONG internationale danoise qui promeut et vise l’atteinte des solutions durables aux problèmes rencontrés par les réfugiés et les personnes déplacées à travers le monde. DRC est présent dans plus de 30 pays en conflits dans le monde en vue d’apporter une assistance en abris, en nourriture, en Activités Génératrices de Revenus (AGR), une assistance légale et d’autres gammes variées d’assistance en protection.

DRC est l’une des plus grandes ONG internationales en République Centrafricaine (RCA) qui déploie ses activités à travers 2 bureaux en provinces (à Paoua dans l’Ouham-Pendé et à Bossangoa dans l’Ouham), 5 sous-bureaux et un bureau de coordination (à Bangui), avec un portfolio très complexe.

DRC vise à améliorer l’environnement protecteur des populations déplacées et affectées par les conflits, en renforçant leur autonomie et leur propre résilience à travers des réponses appropriées. Ainsi, le programme de DRC en République Centrafricaine (RCA) propose des réponses en Protection et Cohésion sociale, en Sécurité alimentaire et moyens d’existence, en hygiène, eau et assainissement d’urgence, ainsi qu’en abris d’urgence, en vue de renforcer les solutions durables en faveur de  personnes déplacées et retournées

Overall purpose of the role: responsible for implementing, ensuring budgetary oversight, team oversight, M&E and reporting of DRC’s multi-sectorial emergency projects in Ouham Pendé Prefecture as well as contribute to the assessments and design of new projects. 

Duties and Responsibilities

Program Management:

  • Conduct technical assessments in order to determine DRC’s emergency response strategy.
  • Design, implement, consolidate and evaluate DRC’s emergency activities ensuring synergies and integration with DRC’s other programs in the area.
  • Ensure overall budget monitoring and analysis, financial management and expense control for the projects assigned in line with DRC or donor rules and guidelines as agreed.
  • Ensure the planning and implementation of all procurement related to DRC’s Emergency projects with the responsibility to ensure that procurement is timely and in line with donor requirements.
  • Enhance the quality of programming throughout the project cycle through initiatives such as beneficiary consultation, market analysis, impact survey and innovation, etc.
  • Ensure the implementation of M&E processes and the monitoring of the impacts of the project in collaboration with the M&E department
  • Assess the relevance and provide technical advice for the improvement of DRC emergency response

Team Management:

  • Provide supervision and quality management of all field staff reporting to the position, including appraisal, coaching, 
training, supervision, and coordination between DRC’s emergency staff and staff working DRC’s other programs and support functions.
  • Provides technical advice to the teams
  • Reporting and program Development:

    • Provides reports for donors as well as internal reports in a timely manner
    • Ensure compliance with reporting requirements, with a focus on quality analysis and timely submission.
    • Participate in the development of new emergency response projects, in collaboration with the Coordination by providing technical inputs, conducting assessments and writing parts of the proposals (including technical annexes)
    • Provides strategic inputs on DRC’s emergency response at the regional and at the national level (coordinating with the other Emergency PM in Ouham and coordination in Bangui)

    Coordination :

    • Ensure coordination with counterparts in other humanitarian organizations, local actors, UN Agencies and within government structures in the area of operation.
    • Coordinates internally on a regular basis with support departments, other DRC program teams, DRC’s emergency team in Ouham, Bangui coordination team.

    Other transversal responsibilities :

    • Ensure the implementation of accountability mechanisms towards beneficiaries and communities of the project in area of intervention (participation and effective communication at all stages of project cycle)
    • Participates to the compliance of the teams with DRC’s Code of Conduct and accountability framework and with the donor guidelines regulating the emergency projects in Paoua
    • Participates in, in collaboration with the Field Coordinator, daily security of staff of emergency department through respect of procedures (chap 19 and 20 of Operational Manual) alerts/communication, prevention, management of incidents and monitoring.

    About you

    Required qualifications

    • Relevant higher technical educational background (Master/Post Graduate) in water and sanitation, engineering, agriculture or program management.
    • At least 3 years of experience in humanitarian program management
    • Experience in emergency settings
    • Experience working in conflict settings
    • Strong experience and proven record in multi-sectorial project managment
    • Experience in CAR would be an advantage
    • Technical background would be an advantage
    • Ability to cope with heavy workloads and work under pressure and stress
    • Ability to work and willingness in a permanenthy insecure environment.
