Due to additional programme interventions planned to be implemented for refugee camps in Jijiga with the same funding to strengthen the Child Protection systems and services there is a need for support towards monitoring and supervising these initiatives at the camp level. There is also a requirement to strengthen the linkages with the host community Child Protection interventions in social welfare, justice and response services which will be led by UNICEF. The NOA Assistant Protection Officer will therefore support the monitoring, tracking and reporting of the programme interventions.

Purpose of the Position

To provide technical support to coordinate quality, timely and effective child protection responses to the needs of children among the refugee population in operational responses in all sectors in Jijiga.

The purpose of this assignment is to support UNHCR Jijiga field office in implementing the emergency related child protection programme for the refugees in line with the Core Commitments for Children of UNICEF and UNHCR’s framework for child protection, as well as the Jijiga child protection action plan.

  • Specific Tasks

     Reporting to the Chief of Jijiga Field office and in coordination with the UNHCR Associate Protection Officer in Jijiga and Chief Field Office (CFO) UNHCR in Jijiga, the incumbent is responsible the following key areas:

    Support and assist in implementation of the child protection in emergency programme based on the ongoing and any newly arising situations in Jijiga region (as elaborated above) by:

  • Systematically planning activities based on available data and updates from Government/UNHCR.

  • Implementing project activities through UNHCR or partners in a strategic manner and taking into account contributions to be made by each actor.

  • Ensuring effective and efficient delivery of results for children through regular monitoring and reporting (with data disaggregated by sex, age etc and type of support provided), measuring progress against deadlines

  • Keeping up-to-date on the changing situation and any issues facilitating progress or bottlenecks hindering progress and sharing this with UNHCR

  • Addressing gaps identified through regular monitoring of programming and through monitoring established structures and mechanisms (including Standard Operating Procedures (SOPs), referral pathways, proGress data, CPIMS database, child-friendly spaces, child protection committees) and, accordingly, provide relevant guidance and support to the Field Office so as to ensure effective child protection systems are in place and functioning and that the protection issues of girls and boys are being systematically addressed

  • Contributing towards development of strategic child protection documents, Standard Operating Procedures (SOPs), assessments and analysis

  • Supporting the strengthening of the existing child protection system and case management by coordinating the child protection activities of partners and local authorities initiatives and promote linkages between child protection (including justice and social welfare), education, health, nutrition, and SGBV for the refugee camp.
  • Support the Sub Office in monitoring and reporting on progress of child protection interventions for the communities affected by refugee situation against standard framework developed for the purpose.
  • Conduct rights-based advocacy with the government counterpart – Administration for Refugee and Returnee Affairs (ARRA) aimed at securing respect for the rights of UNHCR persons of concern 
  • Advocate in coordination with Regional VERA and UNHCR for the registration of all births, including issuance of birth certificates for all children and ID cards for refugee children 
  • Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment in the Jijiga refugee operation and implications for children (including sex, gender and age implications for refugee children) 
  • Undertake other relevant tasks as directed by his/her supervisor and assist with other duties in support of the UNHCR Jijiga Sub Office;
  •  Methodology

     The incumbent will assist in implementation of the child protection programme led by UNHCR by addressing gaps identified through regular monitoring and reporting of measures and established structures (including SOPs, referral pathways, proGres database, child-friendly spaces and community based mechanisms for psychosocial support, child protection committees and other community-based mechanisms) provide relevant guidance and support to the Field Office so as to ensure effective child protection systems are in place.

     Expected Deliverables

    • Implementation strategy and work plan for UNHCR supported interventions in refugee camps developed by end February 2017
    • Work plan for each UNICEF and UNHCR supported location with partners developed by end February 2017
    • On the job technical assistance to UNHCR’s partners provided for implementation of each location work plan for 6 months according to existing technical capacity- ongoing
    • Capacity need assessment and development of capacity building plan conducted for each UNICEF’s partner on child protection in emergency and provision of trainings by 1st June 2017
    • Rapid child protection assessment designed and organized as per need and situation of the refugee and other emergencies which might arise
    • Inter sectoral coordination plans to mainstream child protection concerns in Education, WASH and Nutrition responses for children affected by refugee situation or any other emergency developed by 28th February.
    • Field monitoring and reporting frameworks (with age and sex disaggregated data) developed for implementing partners and ensure submission in a timely manner- monthly
    • Biweekly and monthly updates drafted and provided to reporting offices

Qualifications of Successful Candidate

  • A University Degree in Social Sciences, international relations, human rights, psychology, sociology, international law or other social science field is required.
    • Good understanding on the concept and practice of Child Protection System strengthening.
    • Prior experience in Child Protection Programming, experience in Emergency programming is desirable including a good understanding of refugee situations and response.
    • Minimum one year experience in an emergency context preferably with UN and NGO
    • Experience of working in emergency and non-emergency situation especially in partnership with local Government settings.
    • Experience in monitoring and reporting/documentation of programme results
    • Excellent coordination skills and ability to work effectively with other UN agencies and Government
    • Excellent team building and interpersonal skills
    • Good communication skills and fluency in English language, including in writing
    • Somali as a second working language would be desirable.
