Education Cannot Wait (ECW) is looking for a Senior Advisor (Economist, Statistician) to lead the monitoring and evaluation, data analysis and reporting functions of the Fund.

Education Cannot Wait (ECW) is a fund dedicated to education in emergencies and protracted crises. It was established in 2016 during the World Humanitarian Summit by international humanitarian and development aid organizations, along with public and private donors, to help reposition education as a priority on the humanitarian agenda, usher in a more collaborative approach among actors on the ground and foster additional funding to ensure that every crisis-affected child and young person is in school and learning. How can you make a difference?

The Senior Advisor will lead the monitoring and evaluation, data analysis and reporting functions of the Fund. More specifically, s/he will:

  • Lead on data analysis, monitoring and evaluation, including with regard to resource allocation, monitoring and costing of ECW strategies, and development of monitoring and analytical tools to support ECW implementation. The incumbent will also provide guidance and supervision for the development of data and information systems for monitoring, tracking performance, and reporting on results.
  • Provide technical guidance to grant agents/recipients and partners, in particular with regard to monitoring and evaluation, access to technical support for collaborative sector analysis and planning, and support to interventions to promote equitable access to education and improved learning outcomes in emergencies and protracted crises.
  • Produce and support the preparation of analytical pieces at global and country levels, developing effective analytical reports, economic analyses, case studies, policy documents and other relevant documentation to build the evidence base for advocacy and resource mobilization, policy development, and the selection of effective education interventions related to education in emergencies and protracted crises. S/he will further lead and support preparation and submission of timely progress/status reports and annual reports for management and ECW's High-Level Steering Group.
  • Contribute to the overall management of the ECW Secretariat, including acting on behalf of the Director, if requested, contributing to the delivery of the Secretariat's work plan, and supporting the work of other staff members as required.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master's or higher) in one or more of the following disciplines: economics, statistics, finance, education, social sciences, public administration, or other related fields.
  • A minimum of 10 years of relevant progressively responsible experience in public finance, finance, planning, costing, management and results reporting/M&E in education, humanitarian and development action, and related areas at the international level.
  • Expected education technical competencies include: education systems and sector planning, education and policy sector analysis (understanding of the core education data sets, indicators, tools for analysis of equity, determinants of student access and learning, budget, cost and financing, education system management, political economy and application to education policy and strategic planning), policy dialogue (translation of analytical findings and evidence into development programmes and policy discussions around equity and learning with partners), etc.
  • Relevant experience in education program development and management and humanitarian response in a UN system agency or organization is an asset.
  • Experience working with diverse stakeholder groups or multi-stakeholder partnerships is highly desirable.
  • Experience in developing countries and crisis affected contexts is required.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish), preferably French or Arabic, is an asset.
