Climate change and access to clean energy are among the biggest challenges of our time, but also an area where there is ample room for change and development over the next years. The global demand for energy is expected to increase by 37 percent by 2040, with the majority of growth happening in developing countries. Increased use of clean and renewable energy is vital to mitigating global climate change and has a much lower impact on our environment. Our main activities under the climate change and energy portfolio are in Africa, and we work with a range of partners, mainly the UN and technical bodies in Europe and Africa.

NORCAP is now looking for an adviser with a background in climate change and adaptation, with a keen interest to learn more and contribute to NORCAP’s work. The position belongs to the Partnerships and Development section in NORCAP. The section is responsible for driving strategic development and quality assurance within existing and new projects/thematic areas, securing efficient working processes, partnerships and funding, including development and maintenance of agreements. 

The Climate and Resilience adviser is responsible for supporting the program portfolio within the area of climate change adaption, renewable energy, resilience and disaster risk reduction/ management (DRR/M).

The adviser will work closely with colleagues across the department and work on development processes, liaise with internal and external stakeholders, follow up project/budget management and reporting, as well as contribute to program design, proposal writing and fundraising.

Responsibilities

  • Contribute to NORCAP 's strategies, work plans, procedures and routines in relation to own specialist area
  • Report on a regular basis (monthly) to Project Manager and other stakeholders as necessary
  • In collaboration with the Project Manager and Grants Adviser, identify funding opportunities on disaster risk reduction and climate change adaptation, especially relating to the climate funds (Green Climate Fund and Global Environment Facility)
  • Support the Project Manager in the maintenance, development and quality assurance of all partnerships relevant for climate and resilience, including strategic partnership with the World Meteorological Organization (WMO), the Global Partnership for Climate Services (GFCS) and others
  • Support project manager in planning, budgeting, monitoring, narrative and financial reporting in compliance with donor requirements
  • If required, initiate, coordinate, and follow up potential evaluations or reviews of ongoing programs in relation to the area of responsibility
  • Conduct field mission(s) for advocacy, planning and management in relation to the area of responsibility.
  • Participate, as and where necessary, in relevant national, regional and international networks and events
  • Research and analyse technical and thematic priorities, and emerging trends, fields and geographic regions of importance for the area of responsibility

 Our ideal candidate

  • University degree within a relevant field of study (Climate change, Renewable Energy, Environmental Science)
  • 2-4 years of relevant work experience including experience with project management, project design, planning and budget processes. Candidates with less experience, but who have relevant experience from NRC, can be considered
  • Documented strong written skills in both Norwegian and English. Knowledge of French is an asset
  • Knowledge of standard ICT office systems and tools
  • Experience from international humanitarian work, knowledge of the UN system, as well as humanitarian principles
  • Strong analytical skills
  • Excellent communication and interpersonal skills, including cultural sensitivity.

Contract period: 24 months
