(ASSOCIATE) DATA GOVERNANCE OFFICER – DATA QUALITY ANALYST

These are two full-time positions at grade 4/5 

The term of this contract will be 4 years

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,

with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance. 

Purpose

Working together with business directorates, business support and technology partners, as the (Associate) Data Governance Officer – Data Quality Analyst, you contribute to the ongoing establishment and improvement of data quality management by developing, supporting and implementing the EIB’s Data Governance Office (DGO) activities and initiatives in line with our Information Management Strategy and the DGO’s annual work programme. You support various data governance projects and initiatives and drive the systematic analysis and continuous improvement of the quality, coherence and processes for management and risk reporting throughout the EIB Group.

Operating Network

Within the Information Management and Procurement Department, the Corporate Information & Processes (CIP) Division covers data governance, business process management and change management, serving as an intermediary between the business directorates and our IT department to support the management and governance of data at the EIB. The Data Governance Unit functions as the EIB’s Data Governance Office (DGO).

You will report to the Head of the Unit and cooperate closely with other colleagues from the Division, other Directorates, business support and IT partners involved in the corporate information production cycle and CIP clients, ultimately serving both internal and external audiences. Externally, you will have contact with our external consultants, counterparts in peer organisations and best-practice bodies.

Accountabilities

Your main tasks and responsibilities will be to:

  • Coordinate transversal data-quality initiatives, partially at EIB Group level, with business data stewards, data owners and IT data custodians, helping to establish, promote and improve data governance by utilising data quality and business glossary processes and solutions
  • Contribute to the efficient and effective delivery of the DGO annual work programme by coordinating our partner efforts
  • Build and contribute to diverse data governance awareness and training activities to ensure partners and customers understand their data governance-related goals, benefits and responsibilities
  • Lead the definition and implementation of business rules and related data quality rules for critical data elements to ensure consistency and compliance with EIB defined standards and relevant external standards (e.g. BCBS 239)
  • Define, test, implement and maintain a repository of data rules and definitions by working closely with data officers, data owners and IT data custodians. Transform technical / SQL rules into business rules and vice versa, to facilitate and assist the business in the definition of data quality
  • Support business partners in formulating and initiating projects, working closely and collaboratively with IT whenever required for data governance-related projects. This includes drafting business cases and change requests, ensuring the required approvals are obtained, liaising between the business directorates and IT, documenting lessons learned and meeting agreed timelines
  • Draft Terms of Reference for the procurement of consultants in the domain of data governance, where appropriate, and support the Head of Unit / Division in managing the procurement procedures
  • Coordinate the work of external consultants within the field of data governance, in particular for data quality and reporting, and support the Head of Unit / Division in managing the underlying contracts (contract administration, invoice verification and validation of deliverables produced by consultants)
  • Report periodically on the status and results of projects and activities
  • Provide advice and recommendations on issues related to data governance with focus on data quality improvements and associated processes to align with standard methodologies

Qualifications

  • University degree in business administration, finance, risk management or a related field with exposure to data governance and quality subjects and deep understanding of IT and information management
  • Minimum of three years’ professional experience covering data governance, business reporting and data quality management activities, ideally gained within the financial services sector and in an international context
  • Excellent command of French and English (*).

Key technical/professional knowledge and skills

  • Demonstrable track record in data quality management, including applying techniques to measure, assess, improve and ensure the quality of data
  • Experience of the technology landscape supporting data governance
  • Experience or risk reporting including relevant tools
  • Good knowledge of enterprise data/information management best-practice frameworks and guidelines such as BCBS 239, the Data Management Body of Knowledge (DMBOK), MIKE 2.0, or ISO 11179
  • Deep understanding of Best Banking Practices and the regulatory framework for financial institutions
  • Sound report drafting skills both in English and French
  • Excellent negotiation skills at various levels
  • The ability to translate between business and technical language (IT) for data quality matters
  • Experience with public procurement would be considered an advantage

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
