NRC in Afghanistan

Afghanistan remains a protracted and complex emergency. Conflict-induced displacement and recurrent natural disasters occur at the same time as ongoing return of Afghan refugees from Pakistan and Iran. The Norwegian Refugee Council (NRC) established operations in Afghanistan in 2003. We respond across Afghanistan, including in hard-to-access provinces, by providing  Information, Counselling and Legal Assistance, Education, Shelter, Food & Livelihoods, Camp Management and Emergency programmes.  For the past 2 years the  NRC Afghanistan programme has grown exponentially. Funding has grown to over 190 million NOK in 2018, with a dedicated team of over 1400 staff, in 5 areas offices and 8 field offices, our operations are spread across Afghanistan reaching highly volatile environments with lifesaving assistance and protection. NRC has been a champion for principled humanitarian action and reaching affected people in hard-to-reach areas. The government, UN agencies, donors and other stakeholders now recognize NRC as one of the most significant and important humanitarian players in Afghanistan. 

 

About the position

The purpose of this position is to support the Country Director to develop and implement a compliance and risk management programme, including technical support to Area Managers and their teams. This position will have a strong focus on Security, HR, Logistic, IT, and Financial compliance. In terms of risk management, the position will support the Regional Office in the development and piloting of risk management framework tools, as well as the roll out of new compliance obligations and requirements.

The Risk, Compliance and Integrity Manager reports to the Country Director. 

Responsibilities

  • Develop and implement tools and methods for independent, systematized compliance particularly, related to support functions according to NRC’s  handbooks, policies, and procedures, as well as donor and legal regulations,
  • As the focal point for internal, external & donor audits, responsible to define action points, coordinate management responses and follow up these up, based on audit recommendations from external and internal auditor's reports and financial reviews.
  • Responsible to ensure that NRC’s risk management framework, including tools and guidance, are developed and implemented according to the scope of the Risk Management (RM) organizational development project.
  • Contribute to organisational learning and development in compliance, risk management and anti-corruption in NRC by sharing learning, experience and best practice with other compliance, risk management and anti-corruption practitioners in NRC or externally
  • Responsible to provide technical support to the country management group on compliance in the support function and provide  training and capacity building to staff, on but not limited to Code of Conduct and Anti-Corruption.
  • Contribute in fostering an organizational culture related to risk management, integrity and compliance
  • Responsible to ensure quality of investigations and a compliant approach to investigations procedures in the country in accordance with NRC investigation guidelines
  • Support area  offices with corruption risk mapping and identifying mitigation measures

 Our ideal candidate has: 

  • At least 5 years combined finance/audit/compliance experience with strong understanding of NRC core competencies and operating contexts
  • Strong planning, organizational and interpersonal skills.
  • Excellent analytical, presentation, and reporting skills.
  • Ability to respond to changing priorities.
  • Ability to work independently on own initiative
  • Excellent communication skills, verbally and in writing, in English;
  • Knowledge of NRC donor rules and regulations
  • Experience in administrative investigations in the United Nations or INGO sector

What we offer: 

  • Contract period: 12 months (Renewable subject to funding)
  • Salary/benefits: According to NRC’s salary scale and terms and conditions.
  • Duty station: Kabul, Afghanistan 
  • Grade 9  (See the NRC Global Job Grade Below) 
  • Travel:  40% 

Additional Information

This is an unaccompanied post/non family duty station, with shared housing/ accommodation of moderate standard. Due to the unstable security situation, recreational and social facilities are limited. All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.

Approved health certificate will be requested before contract start. Selected candidate need to provide certified University diplomas prior to applying for visa to Afghanistan.

NRC may be required to verify the identity of its partners and to check that its partners have not been involved in illegal activities.NRC reserves the right to use electronic screening tools for this purpose.
