WASH Project manager – Dohuk/Mosul – IRAQI KURDISTAN – H/F

Context of the position

The French Red Cross is operational in Northern Iraq since 2013, especially in Dohuk, Ninewah and Erbil governorates. Focused first on the influx of Syrian refugees, then on the IDP crisis and the challenging displacements and returns of population, FRC is providing assistance in a range of sectors including WASH, livelihoods, and education. With the Iraqi Red Crescent (IRCS), the FRC responded to the first wave of families displaced from Mosul in October 2016 and was leading a consortium of six national societies responding to the Mosul crisis.

In 2018, FRC will continue its recovery assistance for Iraqi IDPs, returnees and most vulnerable host communities. This will include:

  • Continuous development of synergies with the Iraqi Red Crescent Society & with the RC/RC movement in Iraq
  • Joint FRC / IRCS response for displacement induced by the ongoing conflict or for poorly-covered vulnerable population
  • Provision of livelihoods and sustainable WASH facilities & services for the IDPs in camps / out of camps

In the frame of the response targeting returnees (come back) and people who stay (“remainees”) in Mosul throughout the crises to ensure that vulnerable populations affected receive humanitarian assistance. The specific objective is:

  • To improve WASH knowledge and good practices of the affected population through community mobilization in areas of Mosul, Ninewah

The position

Based in Dohuk, the WASH project manager is in charge of implementing the activities defined in the proposal and of achieving the objectives, with a specific attention paid to the definition and amendment of the guidelines defining and triggering WASH interventions with a strong focus on community based on water sanitation and hygiene in urban area. He/She guarantees the proper performance and the quality of the implementation of the activities according to FRC internal guidelines and project proposal.

The person is in charge of supervising the FRC operational team as well as providing support to IRCS assessment and operational team.

  • He/She will be under the supervision of the FRC HOSD Dohuk and report to the FRC Head of Sub-Delegation (HOSD) Dohuk
  • The WASH project manager directly manages 1 WASH project officer, and support an operational IRCS team in charge of assessment and implementation of WASH activities

Functional links

  • He/She will work in close collaboration with the other FRC project managers, the program coordinator, the support departments and other partner national societies as well as in partnership with IRCS, the different components described above and within the proposal
  • He/She works with functional link with the FRC program coordinator and MENA regional WASH technical advisor.

Profile of the candidate

Education

  • Degree in public health, WAter Sanitation and Hygiene (WASH), community development, education, community water supply and sanitation (or other relevant fields)

Experiences and abilities required

  • Minimum 1 year of relevant international WASH experience, preferably in emergency hygiene promotion context and small scale rehabilitation in urban context
  • Good technical knowledge about WASH problematic particularly in emergencies
  • A good knowledge of community engagement and approach methods is essential to this position
  • Experience in response to an emergency situation is a plus
  • Experience in project cycle management and team management
  • Experience or knowledge of the Red Cross movement is an asset
  • Experience in Middle East is an asset

Languages

  • English compulsory
  • French and/ or Arabic are a plus

The course aims at developing a common culture of security management within the Movement in order to enable a better understanding of the main threats and risks for humanitarian actors in the field, and offers solutions to restrain their impact.
