Organizational Setting

The Division of Human Resources (MTHR), within the Department of Management, plans, acquires and manages human resources to effectively implement the IAEA programmes. It thus delivers the full spectrum of human resource services, including HR organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.The HR Service Section (HSS) provides the Agency’s staff and personnel with HR services and advice in the areas of job classification, policy, administration of benefits and entitlements, administration of posts and contracts, and on-boarding of staff.


Main Purpose

Reporting to the Section Head HSS, the Unit Head, HR Service Centre ensures the efficient ongoing administration of the full range of staff benefits and entitlements, including but not limited to payroll administration, compensation, leave administration, insurance, and staff privileges and immunities; as well as continuous improvement of conditions of service through participation in policy reviews and process enhancement.


Role

The Unit Head, HR Service Centre is\: (1) a leader, ensuring the delivery of efficient, effective and timely HR services; (2) an evaluator, analysing complex cases related responsible service areas and making related decisions and recommendations; (3) a specialist, preparing recommendations on HR policy and reporting on their implications and; (4) a communicator, clarifying complex issues and keeping staff informed of any change and update in these areas.


Functions / Key Results Expected

• Organize and maintain the work of the HR Service Centre, ensuring an efficient task distribution, promoting a solid customer service culture within the team in order to ensure client satisfaction.
• Plan, manage and evaluate the work of the HR Service Centre, continuously reviewing effectiveness, focusing on priorities and driving for excellence in line with the IAEA's quality management and results based programming approach.
• Evaluate and recommend actions for complex administrative matters and/or exceptions to rules relating to those functional areas under the responsibility of the service centre.
• Provide expertise and inputs to the revision and/or development of policies related to compensation and entitlements; contributes to the Agency’s participation in UN common system work, committees, boards, etc. on relevant matters.
• Advise managers and staff on issues related to the service areas and design, develop and present related information.
• Keep abreast of best practices in benefits, entitlements and compensation policies and practices within the UN Common System and seek continuous technology and process improvement in the delivery of services.

Qualifications, Experience and Language skills

• Master's Degree - Advanced university degree in Human Resources, business or public administration, social sciences or any other relevant area.

• At least seven years of progressively responsible professional experience in HR management, including extensive experience in HR administration and in an international work environment.
• Experience in revising and/or developing procedures related to compensation and entitlements.
• Ability to evaluate and recommend administrative actions for complex cases and/or exceptions to staff rules relating to salaries, benefits, entitlements, staff privileges and immunities.
• Prior experience in HR payroll and job classification is an asset.

• Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $71332 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 31814, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
