The ICT Specialist (BFT) will develop, implement, and maintain UNICEF’s planning and budgeting applications based on Oracle Hyperion Planning with SAP integration.

The overarching strategic goal of UNICEF’s ICT Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through the use of innovative technology-enabled solutions.

This position is situated within the Solutions Centre and Support in ICTD.  One of the Centre’s goals is to provide adequate, user-friendly, and modern business solutions to UNICEF’s different departments and stakeholders as well as providing guidance, governance, and procedures to several enterprise processes such as data collection, program monitoring, digital tools and platforms, and business process optimization throughout the organization.

How can you make a difference?

Under the general guidance of the Systems Analyst and in close coordination with teammates and consultants, the ICT Specialist (Budget Formulation Tool) will develop, implement, and maintain UNICEF’s planning and budgeting applications based on Oracle Hyperion Planning with SAP integration. Incumbent will be responsible for developing, documenting, and testing the application and integration components according to the standards set by the development team.

Key responsibilities:

Technical Lifecycle Implementation

  • Plan the engineering of all phases of the software development lifecycle, which includes gathering and analyzing user/business system requirements, responding to outages and creating application system models.
  • Design, develop, document, test and debug new and existing software solutions for internal use, perform defect corrections (analysis, design, code).
  • Create and/or maintain development artifacts and contribute support to the processes required to address new business requirements and enhancements, and perform application maintenance including defect fixes and performance tuning for the planning and budget application and integration with VISION.
  • Utilizing technical expertise, create system requirements, performs design and analysis, and coding and unit testing of complex to highly complex system functionality and/or defect correction across inter-related platforms. Identify ideas to improve system performance and impact availability.

Lead Technical Team and standards for BFT solution

  • Produce technical documentation such as work estimation, technical change impact analysis, test cases, object dependencies, code version control, performance testing, and risk analysis.
  • Develop and oversee recommendations on technical solutions to improve the overall quality of the application and address issues that would affect system performance, the usability of the applications, and integration with SAP.
  • Ensure that SAP-integrations issues are aligned to mitigate impact execution of business processes related to critical HR and budgeting.
  • Analyze and design specifications for less experienced internal and third-party team members to execute.
  • Act as a technical resource throughout the development life cycle.
  • Coordinates system application transition from development teams to maintenance and production teams, and/or construct and implement necessary controls to assure system/application traceability.
  • Provide support to the user community and product owners via established support mechanisms, participate and contribute to discussions on issue resolutions and solutions.
  • Act as the primary liaison with Oracle for technical issues, upgrades and the related tools and solutions.
  • Ensure that software standards and quality targets are met.

To qualify as a champion for every child you will have…

  • An advanced university degree (Master’s or higher) in computer science, information systems or relevant technical or business-related field is required. A combination of a first university degree in a relevant field combined with two additional years of relevant professional experience may be substituted for the advanced university degree.
  • A minimum of five years of progressively responsible and relevant work experience at the national and international levels in IT-related specific systems development and support roles.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

In addition, the following skills and experience are strongly preferred:

  • Highly developed technology business solutions acumen: Experience leading cross-functional complex teams of technical and non-technical professionals
  • Minimum four years of experience with Hyperion Planning, Hyperion Essbase, HFR, and ODI with full lifecycle implementations
  • Minimum four years of experience with RDBMS (Oracle, MSSQL) and Multi-dimensional data cubes (ESSBASE)
  • Experience with Hyperion integration with SAP.
