Background

As a result of the ratification of the Convention on the Rights of the Child (CRC) by the Government of Suriname (GOS) on the 1st of March 1993, the GOS has the obligation to report periodically on the implementation of the CRC to the Committee on the Rights of the Child. The first Report was submitted in 1995, the second in 2006 and the combined third and fourth periodic report was submitted in 2014. In September 2016, a delegation of Suriname reported to the UN Committee on the Rights of the Child, regarding its combined third and fourth country report. After the dialogue, the UN committee published its concluding observations and recommendations for Suriname for follow up. In order for the GOS to comply with these concluding observations and recommendations, a National Plan of Action for Children (NAP) is deemed necessary. This Action Plan for Children for the period 2018-2021 shall give a better insight on how the GOS shall implement the concluding observations in its policy, programmes and legislation. Latest National Plan of Action for Children was from the period 2009-2014.

Development of this Action Plan for Children response as well to the vision of UNICEF in its strategic plan 2018-2021. Every Child has the right to be protected from violence, exploitation and abuse. And yet, social norms, cultural practices, intra-state conflict and displacement, and other harmful action undermine children’s safety and well-being in every country. 

 

 

Major Tasks to be accomplished:

Under de direct supervision of the of the Child Protection Officer and in close cooperation with the Head of the Child Rights Bureau of Ministry of Social Affairs the consultant will developed a National Plan of Action for children for the period 2018-2021.

More specifically, he/she will:

  • Review concluding, observations and recommendations from the UN committee (2007 and 2016) and the Sustainable Development Goals.
  • Identify the priorities and results based on the literature review.
  • Develop a draft National Plan of Action for children for the period 2018-2021, including the lead implementer for the activities, time frame and budget allocation must be specified
  • Present draft action plan to relevant stakeholders, including specific actions and time table.
  • Present the final plan of Action to the Ministers and Permanent Secretary of all Ministers, first lady and the chair of the Parliament. 
  • Finalize the National Plan of Action for children for 2018-2021.

 

Qualification or Specialized Knowledge/Experience Required:

The Consultant should have:

  • Master’s Degree in Law, Social Sciences, or related fields obtained at the University.
  • At least five years of experience in developing policy, plan, documents and executing programme/projects on child rights issues.
  • At least three years of experience in writing reports or other written documents on child Rights issues for or to either the GOS or International Bodies.
  • Proven insight in the social welfare sector of Suriname, especially about children and knowledge of international and regional commitments regarding children
  • Proven facilitating/moderating skills
