1.      Organizational Context

 

a.    Organizational Setting

 

The post is located in the Global Databases Division.  This Division is responsible for PATENTSCOPE, the WIPO Global Brand Database and Global Design Database which are the main public search functionalities offered by WIPO, used by thousands of users daily and are essential components of WIPO’s Global IP Infrastructure on the internet.

 

b.    Purpose Statement

 

The incumbent is responsible for the design, development and maintenance of new search systems, such as PatInforMed and for a new project aimed at crawling scientific non-patent literature (NPL) for PATENTSCOPE.

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Director of the Global Databases Division.

 

d.    Work Relations

 

The incumbent works in cooperation with the Head of the Patent Database Section. 


 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Capture the user requirements of the PatInforMed project from a panel of representatives of the pharmaceutical industry.

 

b.  Manage the PatInforMed project, in particular, with regard to budget, procurement, implementation and strategic planning.

 

c.   As project leader, design and ensure the further development of the PatInforMed system, making use of appropriate technological advances, ensuring control and security mechanisms are established, developing programming standards and monitoring quality control.

 

d.  Manage the NPL project, in particular, with regard to all interactions with the selected external provider(s) and possible cloud providers, detailed specification setting, testing of delivered components and establishing production workflows.

 

e.   Carry out database analyses, prepare design specifications, direct the preparation of complete systems documentation and user operating procedures, and prepare technical documentation. Identify the needs of users and the need for new or modified databases, conduct feasibility studies, especially for new systems that can be integrated with existing systems and technology and explore new technological solutions to cover them as required.

 

f.   Liaise with data providing companies and oversee the transmission and transformation of relevant data, working in close cooperation with PATENTSCOPE staff to ensure databases are compliant with current systems to facilitate integration with existing search systems.

 

g.  Monitor the operation and daily maintenance of internet systems administered by the Section.

 

h.  Provide advice and support to the Director of the Global Databases Division and to other project managers of the division on all relevant technical and managerial issues.

 

i.    Participate in training sessions, international conferences and seminars/workshops on IP matters to promote WIPO Databases.

 

j.    Perform other related duties as required.

 

 

3.      Requirements

 

Education

Essential

Advanced university degree in Information Technology.  A first-level degree with additional experience may be accepted in lieu of an advanced degree.

 

Experience

Essential

At least seven years of relevant professional experience, with experience of managing projects.

 

Language

Essential

Excellent knowledge of English.

 

Desirable

Ability to work in other official UN languages.

 

Job Related Competencies

Essential

Extensive knowledge of state of the art internet technologies including Angular 2, Node, JavaScript, Typescript, XML, CSS, HTML or related technologies.

Extensive knowledge of UX design and prototyping.

Strong software development skills and understanding of capturing end user requirements.

Good knowledge of solution architectures, in particular based on SOLR/Elastic Search and MySQL, MongoDB or similar products and crawling architecture.

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multicultural environment with sensitivity and respect for diversity.

Excellent decision-making and problem-solving skills.

 

Desirable

Experience in Agile/Iterative development for web applications.

Business knowledge of IP information, and especially patent information.

5.       Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the June 2018 rate of 72.4%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
