The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

NRC has decided that it will open an emergency response in Libya to respond to humanitarian needs of the displaced and conflict affected civilians. In line with NRC’s ambition of being present where needs are, an office will be opened in Tripoli, and most likely a field office in Benghazi. At present, NRC is looking at responding to needs within the following core competencies; Shelter, Education and ICLA. This stage being a start-up, contracts are initially issued for 12 months, with the possibility of extension. 

The purpose of the Support Manager is to coordinate the support functions in Libya and off-load the Country Director on support functions.

Main roles and responsibilities:

Support

  • Act as a focal point for the Libya support function issues and coordinate with the Country Director for support function related issues.

  • Responsible for submitting monthly report pertaining to support function, For Finance: BVAs, BPO, BRS, Master Budget Monitoring. Provide monthly logistics reports of procurement updates, contract tracking, stock reports and asset register. Verify that filing tree is updated on monthly basis with all required auditable documents for support.

  • Responsible for identifying compliance risks areas and mitigation measures in Libya in adherence to NRC policies, guidance, handbooks and donor/auditor requirements, including with spot checks, field visits and in depth reviews

Finance

  • Responsible for monthly closure and posting of Monthly expenditure on time

  • Maintain overall budget control and monitor cash flows

Log/ICT

  • Responsible for implementation and oversight of an efficient, compliant and accountable supply chain which meets programme needs. Engage with procurement and supply chain planning and follow up throughout project cycles.

  • Development and implementation of logistics standard operating procedures. Responsible for oversight of procurement, transportation, stock and asset management, facility management, fleet and ICT.

HR/Admin

  • Coordinate policy and objectives with HR colleagues in the Regional Office

  • Ensure adherence to national labor law in all HR and Admin processes and procedures

  • Oversight of recruitments, performance management, training, induction, other HR & Admin related issues.

     

Our Ideal Candidate:

An experienced individual with NRC systems, policies, and procedures preferably in a new office start-up. Desire to handle new challenges in a complex context, and work under pressure. Creative and independent individual who is willing to work independently with minimum supervision.

Excellent communication skills, and ability to work with different stakeholders and personalities, in addition to handle different tasks at the same time. Experience from a senior position in managing support functions specially Logistics and procurement, HR, and finance.

Proficiency in English and some knowledge with Arabic is a must.

 

Additional Information:

Contract period: 6 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Benghazi, Libya, 40% travel to the field.

Approved health certificate will be requested before contract start

NRC may be required to verify the identity of its partners and to check that its partners have not been involved in illegal activities.
