The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

NRC has been operating in Iraq since 2010, to respond to the needs of the most vulnerable people affected by ongoing conflict in the region. NRC has a country office in Erbil, KR-I, and area offices in Baghdad, Dohuk, Kirkuk and Nineveh.

NRC’s national program strategy for 2018 will facilitate a shift from emergency response tools towards longer term initiatives, while maintaining the effective delivery of robust emergency response. In 2018, NRC Iraq will maintain a sectoral focus on education, Information Counselling and Legal Assistance (ICLA) and livelihoods interventions, complemented by post-emergency WASH and shelter interventions with a two pronged approach within CCCM: both in-camp, and in urban and peri-urban areas. Cash-based and innovative programming will be at the centre of NRC Iraq’s efforts. NRC will prioritize assistance to those who have been left outside of social assistance schemes and recovery and reconstruction efforts, which will have prevented them from seeking durable solutions.

In 2018, NRC’s target population will be new underserved communities and locations, with a focus on IDPs returning to destroyed and disrupted communities unable to reintegrate due to insecurity. NRC will also prioritise serving vulnerable IDPs unable to return for reasons outside of their control, and responding to short-term displacement as a result of localized conflict and asymmetric attacks.

 

Overview:

The purpose of the Education Team Leader position is to is to manage the Education project team at field office level. Education Team Leader is responsible to Train Education team in specific technical areas including Child Protection, Better Learning Program (BLP), Adolescent Girls Toolkit, Mother’s Groups, Parent Teacher Association (PTAs). Education Team Leader will be reporting to Education Coordinator. The position is based in Ramadi/Anbar.

 

Ideal Candidate Profile:

A University graduate with minimum (2) two years’ experience from working an Education Officer in Emergencies project implementation position in a humanitarian/recovery context Ideally the candidate should be able to use MS Word, Excel, PowerPoint and Outlook. S/he should have the ability to prioritize responsibilities, carry out multiple tasks simultaneously, and able to meet deadlines.  Fluency in spoken and written English and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.

 

Key Job Tasks and Responsibilities:

  • Advise and implement activities to mainstream gender and child protection principles in the Anbar education program
  • Act as Federal Iraq Ministry of Education focal point for NRC Iraq, including liaising with other Area Offices (AOs) to obtain permissions, letters, communicate policies and respond to requests for information. Meet with central Ministry of Education in Baghdad as requested.
  • Co-lead the Anbar Education Cluster and serve as liaison between NRC and the Cluster
  • Travel to implementation areas regularly to manage Directorate of Education (DoE) relations
  • Organize and lead trainings for incentive teachers and project staff based on technical requirements of projects (in Arabic)
  • Conduct Teacher Observations and Spot Checks during field visits
  • Oversee the roll out of Child Safeguarding training to Anbar staff
  • Follow up on Procurement and Logistics processes in Baghdad office on behalf of the Education team
  • Contribute to recruitment processes for incentive teachers and PAs
  • Act as Gender focal point for Anbar subnational Cluster
  • Ensure Child Protection referral pathways are put in place and utilized in areas of implementation

 

Qualifications:

  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Written and spoken fluency in Arabic; competent in English
  • Proven ability to operate in Anbar context
  • Knowledge of education context in Anbar; understanding of the circumstances, needs and challenges IDP/returnee children face and the sensitivity of the context
  • Understanding of INEE minimum standards
  • Knowledge of Gender and Child Protection and psychosocial support

 

The post will be for (8) eight-months’ contract duration with possibility of extension - subject to funds.

Salary: 6/1 according to NRC-Iraq's salary scale.

Duty Station: Anbar/Ramadi with frequent visits to NRC field operations.
