Context:

Under the overall supervision of the Head of Operations and under the direct supervision of the Programme Coordinator for Transition and Recovery Unit (TRU), the successful candidate will be accountable and responsible for providing support and contributing to the implementation, monitoring, and development of community stabilization and recovery programs including the Abyei Rehabilitation Initiative (ARI).

This programme which is financed by the United States Agency for International Development, will promote peace and stability initiatives in the volatile Abyei Area through the improvement of services, rehabilitation of infrastructures, creation of vocational and business training opportunities, administration of small business grants programming, organization of conflict mitigation initiatives, and support peaceful coexistence while building confidence in local institutions and governing bodies.

Core Functions / Responsibilities:

1. Maintain liaison with the project/programme partners, such as governmental authorities, national and local non-governmental organizations (NGOs), inter-agency working groups and other concerned parties to enable the effective implementation and visibility of ongoing and new projects/programmes.

7. Provide support as needed for all project/programme implementation in the area of responsibility; organize and oversee community participation in specific aspects related to project implementation.

8. Monitor the progress of the implementation against set project/programme objectives, identify and flag operational constraints and emerging risks in the implementation; in coordination with the Programme Manager, carry out mitigation measures and corrective actions; support evaluation of project impact and effectiveness, if required; facilitate donor visits to project sites. 9. Prepare regular project/programme reports in a timely manner.

10. Monitor and evaluate specific aspects of project/programme in line with donor specifications; ensure compliance of the implementation with IOM and donor-specific rules and regulations. 11. Report on noteworthy incidences (i.e. a cattle raids, clashes, population movement and displacement, etc.) as well as monitor how local and national conflict dynamics may affect the following:

• opportunities to promote connection and cohesion and lessen division and grievance; • the ability of the project to achieve its expected results;

• reach to intended beneficiaries, both individuals and organizations/institutions; • facilitation of partner staff access and security in the area;

• monitoring and project/programme oversight.

12. Identify and document significant project/programme events, decisions, problems, or deviations and present regular reports to the Programme Manager.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, International Relations, Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

Page 2 / 4• Field experience in project implementation in post conflict or transitional situations; • Project implementation and supervision experience at the field level required; • Experience in coordinating with other programme units and establishing and maintaining effective working relations with beneficiary communities, government counterparts, UN agencies and non-governmental organizations;

• Experience working with National NGO partners to build their capacity to influence the development of civil society in South Sudan;

• Prior experience in transition, stabilization and recovery programming;

• Previous related experience in South Sudan field operations is an advantage; • Knowledge and experience of UNDSS procedures is an advantage.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage. Note
