Under the Supervision of the Nutrition Team Lead, the IYCF Officer will support delivery of quality and timely Infant & Young Child feeding (IYCF) interventions in Emergencies among Host Community, Rohingya Refugees and Undocumented Myanmar Nationals in Cox Bazaar, Bangladesh. The incumbent will identify existing gaps and bottlenecks in IYCF Interventions and consequently support management, implementation, monitoring, evaluation and reporting of progress of the Interventions within Cox Bazaar. The incumbent will provide technical guidance and management support throughout the programming process to facilitate the administration and achievement of concrete and sustainable results in maternal, infant and child nutrition programs/projects according to governing guidelines, plans, allocated resources, Results Based-Management approaches and methodology (RBM) as well as UNICEF's Strategic Plans, standards of performance and accountability framework.

Purpose of the Post:

Under the Supervision of the Nutrition Team Lead, the IYCF Officer will support delivery of quality and timely Infant & Young Child feeding (IYCF) interventions in Emergencies among Host Community, Rohingya Refugees and Undocumented Myanmar Nationals in Cox Bazaar, Bangladesh. The incumbent will identify existing gaps and bottlenecks in IYCF Interventions and consequently support management, implementation, monitoring, evaluation and reporting of progress of the Interventions within Cox Bazaar. The incumbent will provide technical guidance and management support throughout the programming process to facilitate the administration and achievement of concrete and sustainable results in maternal, infant and child nutrition programs/projects according to governing guidelines, plans, allocated resources, Results Based-Management approaches and methodology (RBM) as well as UNICEF's Strategic Plans, standards of performance and accountability framework.

How can you make a difference?

1. Assessment and Analysis of IYCF Response and IYCF in Programme Design

  • Review of Cox Bazaar Implementing Partners readiness and capacities for IYCF emergency preparedness and response, and document existing gaps, bottlenecks, good practices in host community, Registered Camps, Makeshift and Spontaneous Camps.
  • Based on results of the gap Analysis and in Collaboration with Nutrition Sector Coordinator and Civil Surgeon Office, organize and conduct formal IYCF trainings, on job trainings and supportive supervision  to IYCF Implementing Partners according to National and International guidelines.
  • Advocate for inclusion of IYCF-E in multi-sectorial rapid assessments
  • Ensure the integration of the IYCF Interventions with other UNICEF sectors in all stages of the programming process. Maintain close working relationships with other UNICEF sectors, particularly Health, Nutrition, Child Protection and WASH, and program communication to ensure integration of the IYCF Interventions  with other sectors.
  • Guide integration of IYCF-E into current, new, or scaled up nutrition activities (CMAM, micronutrients). Advise on and advocate for integration with other sectors (WASH, Food Security and Livelihoods, Child Protection, Health)
  • Support new Implementing Partners to develop quality need based IYCF inclusive PCAS, Budgets and Activity Workplans

2. Capacity Building and Technical Support

  • Harmonize delivery of IYCF Interventions and Packages across all UNICEF Implementing Partners.
  • Plan, organize and conducts IYCF trainings and orientation activities for Ministry of Health staff supporting Nutrition Interventions and IYCF National Implementing Partners  for the purpose of institutional capacity building and expansion of coverage of services
  • Support GoB and Nutrition Sector to ensure effective coordination for IYCF-E is in place through establishing, leading or providing substantial support to the IYCF-E technical working group.
  • Provide leadership and guidance on the prevention and appropriate handling of donations of BMS, milk products, bottles and teats, including through advising on preventive actions, setting up monitoring and reporting systems for Code violations and BMS distributions, providing guidance on appropriate use or disposal of confiscated BMS and informing advocacy for adherence to global standard standards for appropriate infant feeding in emergencies
  • Provide technical support and guidance to GoB and Implementing Partners on the pilot Phase and roll out of the Community based Management of Acute Malnutrition in Infants (CMAM-I)
  • Provide logistical advice (supplies for Mother Baby Areas, BMS kits, Breast Feeding kits).

3. Monitoring and Evaluation

  • Lead IYCF-E assessments, (including analysis and interpretation) and advocate for inclusion of IYCF-E in multi sector rapid assessments and adequately disaggregated data.
  • Identify /Develop or strengthen monitoring and evaluation systems to be used across the IYCF-E preparedness and response to ensure quality, consistency in monitoring and reporting of preparedness and response actions and promoting of knowledge management and learning
  • Define the methods and tools required to conduct comprehensive IYCF-E capacity mapping and pre-test the tools (including an on-line survey, key informant’s interviews, etc.) along with a bottleneck analysis.
  • Monitors latest developments in IYCF at the international, regional and national levels; identifies/develops new methodologies and approaches for managing and improving program effectiveness and efficiency of delivery
  • Establishes effective and Robust IYCF Surveillance to monitor and evaluate the trends,progress ,situation and impact of the  IYCF Interventions.
  • Participates in establishing effective monitoring, knowledge database/network and reporting systems to ensure the availability of current and accurate program information/data, and contributes to the development of communication materials and strategies to support advocacy and community participation
  • Assess, monitor and strengthen quality of IYCF-E activities, including through supervision of IYCF-E activities such as breastfeeding assessments, IYCF counseling, re-lactation support and BCC.

4. Coordination, Advocacy  and Networking

  • Undertake mapping of stakeholders’ interventions, assess response capacity and develop Nutrition Sector IYCF-E strategy as required (BMS, partners).
  • Facilitates and promotes active and participatory partnerships with key stakeholders (Government, other UN agencies, NGOs, bilateral agencies, donors and national and international academic institutions) for collaboration at various stages of IYCF sIntervention design and implementation.
  • Participates with UNICEF, government and other partners in the development of integrated strategies, methodologies and identification of innovative approaches for improving IYCF Intervention delivery, with emphasis on advocacy, community participation and social mobilization.
  • Provide technical input to Nationally developed guidelines, Strategies and protocols on IYCF.
  • Represent UNICEF in Relevant Coordination Forums as will be agreed by the Nutrition Section Lead
  • Ensure linkages of IYCF Intervention with Cox with National strategies and guidelines through coordinating with Nutrition Sector and Cluster.
  • Work closely with Communication for Development (C4D) section on  community engagement and participation relating to identification of root causes and proposed solutions for poor IYCF Practices; in order to  inform the IYCF project implementation Strategy and activities .

To qualify as an advocate for every child you will have…

 

Education:

Advanced degree in Human Nutrition, in Public Health or any other related field.

Experience:

  • At least 2 years of relevant and substantial experience in Nutrition in Emergency programmes, Infant and Young Child Feeding (IYCF) programming with emphasis on Infant Feeding in Emergency (IFE).
  • Experience in policies and legislations on the code of marketing of Breast Milk Substitute (BMS).
  • Experience in programme communications (C4D) around issues such as breast feeding promotions and IYFC/IFE programming at large.
  • Trained on and direct practical experience in infant and young child feeding in emergencies and disaster situations.
  • Extensive knowledge and understanding of Infant and Young Child Feeding Practices, the International Code of Marketing of Breast Milk Substitutes and the Operational Guidance on IYCF-E and Sphere.
  • Experience in developing, implementing and conducting trainings in IYCF-E programmes
  • Certification and accreditation in lactation management or proven IYCF expertise is essential
  • Strong communications skills and the ability to work effectively with a range of stakeholders, including nutrition clusters, partners and Ministry of Health
  • Highly developed writing skills
  • Ability to analyses diverse information and develop recommendations for an appropriate capacity-building plan
  • Demonstrated capacity in delivering high quality training

Language:

Excellent written and verbal communication skills in English as well as Bangla.
