1. Purpose of assignment (attach background documents if any)

Background:

With the rollout of new National Curriculum in 2015, many professional programmes were carried out by National Institute of Education (NIE) and schools to execute the successful implementation of the curriculum.

One of the critical findings of the review of the curriculum implementation done in 2016 was that schools require additional support and training in implementing the new national curriculum. Additionally, the review found that teachers need to upgrade their content and pedagogical knowledge to deliver a competency based curriculum. Similarly, school managements have identified the need for further training to effectively implement the national curriculum. This calls for the National Institute of Education (NIE) to upgrade their technical expertise in the various aspects of the National Curriculum and to beef up internal capacity to support schools in effectively implementing the curriculum, especially the delivery of the transversal competencies stipulated in the curriculum. These competencies are 1) using sustainable practices 2) practicing Islam 3) Understanding and managing self, 4) Living a healthy life 5) Relating to people 6) Thinking critically and creatives 7) Making meaning 8) Using technology and the media.

NIE requires an external validation of embedding of the key competencies in the teaching and learning materials that have been developed for the implementation of the national curriculum. There is very limited national capacity in the country to conduct such a review and validation and to guide the NIE recommendations to improve their work in the area.

Hence, it is to this effect that UNICEF Maldives Country Office is seeking the services of an international consultant who can provide technical support to the NIE as per this term of reference.

2. Objectives and Scope of Work

The purpose of this assignment is to provide the necessary technical assistance to NIE team (including Teacher Resource Centre Coordinators) to build their capacity to support the teachers teaching Mathematics, Science and Social Studies, in terms of embedding key competencies in curriculum materials, in the teaching process and in conducting assessment for learning in classrooms.


3. Duty station:
The consultant will be based at the National Institute of Education for the duration of the task.

PHASE 1

 

  1. Undertake a review of the embedding of competencies in the national curriculum documents (National Curriculum Framework, Key competency guide, Pedagogy guide) to see its alignment with the SDG competencies.   In the review:
  1. Analyze the curriculum documents (syllabus, textbooks and Teacher guides) of the three subjects: science, mathematics and social studies in terms of the adequacy of key competencies.
  2. Conduct meetings with curriculum developers to identify their thinking and understanding in terms of key competencies.
  3. Visit at least 2 schools in Male and 1 school in the islands and observe one lesson from each school to get an overview of the strengths and weakness in delivery in terms of key competencies addressed.
  4. Conduct a short interview with each teacher observed to identify their perspective of key competencies.

  1. Present the findings and recommendations of the review to the senior officials of the NIE and obtain their feedback.

  1. Develop training materials for a four-day training workshop for NIE curriculum developers and teacher developers to:

a. share the findings of the review and how to operationalize the recommendations.

b. embed competencies adequately in teaching learning materials and class room assessment processes. (after the training the above two teams will conduct similar orientation sessions for teachers)

5. Estimated duration of contract
It is estimated that the consultancy will take approximately 67 working days between August – October 2018


6. Official travel involved
2 trips to Male’, Maldives. Travel cost shall be calculated based on economy class travel, regardless of the length of travel. Costs for accommodation and meals shall not exceed applicable daily subsistence allowance (DSA) rates for Male’, as promulgated by the International Civil Service Commission (ICSC).

7. Qualifications or specialized knowledge and/or experience required

Education:
An advanced university degree (Master's) in curriculum design and development
Experience:

1. At least eight – ten years of experience in curriculum development.
2. At least 5 years of experience in developing competency based curriculum.
3. Excellent analytical skills and the ability to influence high-level policy dialogue with the Government.
4. Excellent interpersonal, communication skills and ability to participate effectively in multi-disciplinary teams,
5. Fluency in written and spoken English and excellent report writing skills in English.

UNICEF will only make milestone payment based on achievement of specific deliverables as listed in this TOR. Also note that UNICEF does not make advance payment and UNICEF is exempted from paying VAT and any other forms of taxes.
