The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

NRC has decided that it will open an emergency response in Libya to respond to humanitarian needs of the displaced and conflict affected civilians. In line with NRC’s ambition of being present where needs are, an office will be opened in Tripoli, and most likely a field office in Benghazi. At present, NRC is looking at responding to needs within the following core competencies; Shelter, Education and ICLA. This stage being a start-up, contracts are initially issued for 12 months, with the possibility of extension. 

The purpose of the Finance Manager is to be responsible that the financial set up is according to NRC standard and to support programme/project implementation.

 

Main roles and responsibilities:

  1. Implement NRC’s financial systems, routines and procedures at national level
  2. Maintain overall budget control and monitor cash flows
  3. Ensure that budgeting, accounting, year-end procedures and other financial processes take place in adherence to Financial Handbook, other NRC policies and donor and auditor requirements
  4. Management of financial team at country office
  5. Training, development and internal “audits” of financial teams in all offices.
  6. Support and training of line managers with budget responsibilities
  7. Provide CD and programme staff with monthly financial analysis and reports
  8. Implement anti-corruption policy
  9. Any other task included in Deployment ToR

 

Our Ideal Candidate:

An experience finance manager who has mminimum 3 years of experience from working in a humanitarian/recovery context in a senior position.

A strong leader who has the ability to lead finance teams and contribute to building their capacity and manage performance.

Knowledge with financial and accounting modern systems and structures development preferably in a start-up/ emergency response phase.

Excellent English is a must and Arabic is an added advantage.

Knowledge with the Middle East context is a plus.

 

Additional Information:

Contract period: 12 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Benghazi, Libya, 30% travel to the field.

Approved health certificate will be requested before contract start
