We are seeking to fill the position of Finance Officer at the P3 level, based in the WFP Headquarters (HQ), Rome, Italy.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Support corporate finance and resource management strategies by contributing to the development of policies and procedures for Country Offices (COs) or HQ based units, participating in key programmatic initiatives, and embedding value for money in these initiatives through advice on financial assessment, reporting and accounting.
  • Support relationships with financial services providers and oversight support on bank services providers used in field offices.
  • Treasury Operations Management: daily forecasting of operational liquidity needs; COs replenishments; 1st and 2nd level approvals for disbursements related to fund movements; payroll; vendor payments; replenishments; virtual credit card authorizations; opening, closing and maintenance of bank accounts; incoming funds identification and allocation; providing support to all COs.
  • Conduct analysis on the implementation of treasury change processes to maximize efficiency and effectiveness and compliance with accounting processes and corporate governance requirements.
  • Monitor, extract and analyse financial and accounting data to identify and forecast trends, anomalies or issues, and proposing solutions with regards treasury management.
  • Provision of guidance to WFP Country Offices on liquidity management, foreign exchange activities and risk mitigation strategies.
  • Investment Accounting: generation and posting of accounting entries related to investments, STRIPS, and FX forwards; reconciliation of accounts against custodian balances; identification and eradication of systematic sources of errors; schema design; IPSAS implementation; and coordination with the accounting division on quarterly and annual financial statements production.
  • Support in development and delivery of financial controls and insight into WFP performance.
  • Country party / credit risk management. Formalize credit rating monitoring across WFP exposures, including guidance for field offices banking with unrated financial institutions.
  • Support field offices and relevant HQ units in counterparty risk management and optimize the corporate bank account infrastructure to reflect changes needed.
  • Monitor local markets to capture changes in political, regulatory and financial risks.
  • Produce reporting on corporate counterparty and credit exposures.
  • Contribute to preparedness actions such as early warning, risk analysis and contingency planning and make recommendations. Periodically monitor the management of risks and report on any action taken.
  • Assist in assessing financial risks from Performance Bonds.
  • Assist in providing Treasury input to Division Directive.
  • Provide guidance to Field Offices regarding authenticity checks needed to ensure validity of instruments.
  • Support the management of WFP’s in-house/market portfolio, including security selection, portfolio construction, risk monitoring and reporting.
  • Support on establishment of guidelines and risk tolerance parameters including monitoring the performance of external investment managers.
  • Support on drafting proposals on investment strategy for Investment Committee, Senior Management and the Investment Advisory Panel.
  • Provision of guidance and including follow up on implementation audit and compliance recommendations.
  • Supervision of a team of junior finance staff, establishing priorities and work plans, monitoring progress, and providing coaching, training and guidance to ensure appropriate development and enable high performance.
  • Represent unit at internal meetings, external meetings and events with other UN agencies, banks and other financial institutions, or other partners and entities as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in Business Administration, Finance, Accounting or other relevant field, or First University degree with additional years of related work experience plus membership in an international recognized professional investment management body such the Chartered Financial Analyst (CFA) Institute or equivalent.

Language:

  • Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

Experience:

  • At least 5 years of professional experience in treasury, international cash management, foreign exchange trading, and/or investment management.
  • Experience in performing analysis of financial and investment data and presenting the findings to inform management decisions.
  • Experience in supporting the development of corporate treasury management strategies.
  • Experience in the analysis and reporting of key data, ensuring alignment with corporate governance requirements.

OTHER SPECIFIC JOB REQUIREMENTS

Technical Skills & Knowledge:

  • Understanding of multiple financial risks, complex financial instruments, and techniques used to evaluate external management performance and financial market regulatory issues.
  • Proficiency in use of Enterprise Resource Planning (ERP) system for financial management.
  • Ability to assimilate and analyse complex issues to develop strategies and policies.
  • Has developed financial policies and procedures.
  • General knowledge of UN system policies, rules, regulations and procedures.
  • Excellent written and oral communications skills.
  • Ability to prioritize work and handle multiple tasks within tight timeline.
  • Ability to develop and maintain effective work relationships with different stakeholders.
  • People management skills, with the ability to supervise and bring the best out of staff.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has experience translating operational requirements into financial information.
  • Has experience preparing budgets and reports for management.
  • Had produced consolidated pipeline information, budgets, supply chain and operational plans.
  • Has experience in reviewing plans and budgets.

TERMS AND CONDITIONS

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational.

Selected candidate will be employed on a fixed-term contract with a probationary period of one year.
