The EIB, the European Union's bank, is seeking to recruit for its Secretariat General (SG) - Economics Department (ECON) – Economic Studies Division, at its headquarters in Luxembourg, an:

(Associate) Economist

This is a full-time position at grade 4/5

The term of this contract will be 4 years

 The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Panel interviews are anticipated for beginning of September


Purpose

To apply economic analysis and knowledge to derive, and effectively communicate, recommendations that help shape strategic decision-making of the EIB and to contribute to the policy formulation and dialogue.


Operating Network

The Economics Department provides impact-driven economic analysis to support the EIB in its operations, its global positioning and strategy and policy definition, both inside and outside the EU. It comprises 3 divisions - Economic Studies, Country and Financial Sector Analysis and Policy and Strategy. It is part of the EIB's Secretariat General, which is responsible for the EIB's overall strategy formulation.


Specific Post Environment

As (Associate) Economist you will be working in a group of about 30 economists in the Department. You will be reporting to the Head of Economic Studies Division and you will be working with other senior economists in the team. You will communicate directly with Department management and with external counterparts. You will carry out economic analysis relating to investment and investment finance in the EU and support the analysis on the annual survey on investment in Europe (using data gathered from interviews with 12,500 firms). Also you will carry out structural economic analysis on topics with high relevance for EIB operations in line with the department's matrix structure.


Accountabilities

  • Prepare economic and financial analysis on topics of critical importance to the EIB, which impact operational strategies and policies (e.g. investment, investment finance, access to finance for SMEs, innovation, etc)
  • Conduct economic analysis and background work on the EIB Investment Survey data
  • Identify clear links between economic analysis and policy and strategy priorities for the EIB, keeping in mind past achievements and future trends
  • Participate in the drafting of key policy papers and reports for senior management and general use
  • Participate in the design and organisation of roundtables, conferences, seminars and events, and support the dissemination of information inside and outside the bank

Qualifications

  • University degree in economics and/or finance; PhD would be an asset  
  • Minimum 3 years of practical experience in monitoring, research, etc., preferably gained at a well-recognised academic/research institution and/or international financial institution.
  • Good knowledge of STATA and firm-level data analysis
  • Good knowledge of standard applied quantitative methods
  • Strong computer skills in particular with regard to statistical/econometric software
  • Excellent knowledge of English and/or French and a working knowledge of the other. Knowledge of other EU languages would be an advantage

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
