Regional Finance Manager - Asia

“Regional Finance Manager - Asia”

Reporting to the International Finance Director, the Regional Finance manager provides functional leadership and direction to the finance function in the countries within the Asian Region. The role has a dotted reporting line to the Regional Hub Director. He/she actively manages and ensures strong internal control and compliance with CBM policies and procedures. He/She ensures adequate capacity and competency of all finance staff at Regional Hub Office level and supports the Country Directors/Country Representatives to achieve the same at Country Level. The Regional Finance manager nurtures development and growth of regional finance staff. As a member of the Regional Hub Office senior management team, he/she supports the Regional Hub Director in all relevant aspects of managing the region. 

 

•    Bring Financial oversight, control and support to the Country Offices
•    Promote to and build the capacity of the Country Offices on CBM Financial standards, procedures and systems 
•    Ensure compliance of CBM financial operations of the Country offices with these standards and regulations
•    Support the preparation of Country Offices’ rolling and multi-year budgets in line with CBM budget guidelines and validate Country Office budgets in line with country strategic plans and CBM’s organisational guidelines
•    Manage the finances of the Regional Hub Office in line with CBM standards, local regulations, and applicable donor regulations
•    Ensure that all International Office’s financial and audit reporting requirements both for Region and Country are met.
•    Adequately resource the CBM regional finance function in terms of staff numbers, skills and capacity and manage the regional finance team based on performance
•    Actively participate as a member of the Senior Management Team in the Regional Hub Office

We are looking for someone who has…

•    A university degree in accounting, business management or similar and advanced degree in Finance, Accounting or CPA/ACA/ACCA or equivalent experience. Possession of an MBA or equivalent post-graduate degree is an advantage. 
•    A minimum of five years of experience in a similar position, preferably with an international development organisation
•    Demonstrable skills in the development of finance and accounting policies, procedures and systems in the context of an INGO
•    Good knowledge of fund accounting including reporting requirements of major bi-lateral aid agencies, i.e. EU, DFID, BMZ etc. e. Working experience in the context of social inclusion and in particular disability inclusion a distinct advantage 
•    A mature leader, team player and capacity builder with the ability to delegate tasks and responsibilities
•    Strong communicator with a proven ability to motivate people and perform in a multicultural working environment
•     Strategic finance partner with sound judgment and influencing skills
•    Ability to meet deadlines and work independently is essential 
•    Willingness to travel in the region
