The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

NRC has been operating in Iraq since 2010, to respond to the needs of the most vulnerable people affected by ongoing conflict in the region. NRC has a country office in Erbil, KR-I, and area offices in Baghdad, Dohuk, Kirkuk and Nineveh.

NRC’s national program strategy for 2018 will facilitate a shift from emergency response tools towards longer term initiatives, while maintaining the effective delivery of robust emergency response. In 2018, NRC Iraq will maintain a sectoral focus on education, Information Counselling and Legal Assistance (ICLA) and livelihoods interventions, complemented by post-emergency WASH and shelter interventions with a two pronged approach within CCCM: both in-camp, and in urban and peri-urban areas. Cash-based and innovative programming will be at the centre of NRC Iraq’s efforts. NRC will prioritize assistance to those who have been left outside of social assistance schemes and recovery and reconstruction efforts, which will have prevented them from seeking durable solutions.

In 2018, NRC’s target population will be new underserved communities and locations, with a focus on IDPs returning to destroyed and disrupted communities unable to reintegrate due to insecurity. NRC will also prioritise serving vulnerable IDPs unable to return for reasons outside of their control, and responding to short-term displacement as a result of localized conflict and asymmetric attacks.

 

Overview:

The purpose of WASH Assistant – Hygiene Promotion is to assist in the day to day implementation of the WASH project.The main duty of WASH Assistant – Hygiene Promotion is to plan, organize and carry out daily hygiene promotion activities within the camp/out of camp in line with agreed work plans, strategies and methodologies. The WASH Assistant will be reporting to WASH Officer. The position is based in Anbar/Ramadi.

 

Ideal Candidate Profile:

A University graduate with previous experience from working as a WASH Assistant – Hygiene Promotion in a humanitarian/recovery context. Ideally the candidate should be able to use MS Word, Excel, PowerPoint and Outlook. S/he should have solid experience in carpentry, plumbing and masonry. Fluency in spoken and written English and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.

 

Key Job Tasks and Responsibilities:

  • Coordinate with the WASH Officer and Hygiene Lead IP to ensure that the various aspects of the WASH response are integrated.
  • Liaise with community leaders and other sectors and agencies working locally in order to coordinate within the WASH sector and between sectors such as health and shelter.
  • To represent NRC in co-ordination meetings with the other IPs, section and block leaders and other stakeholders when delegated.
  • Preparation of reports, checklists and data collection tools.
  • Promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services specifically water supply (Tap stands), Latrines, and Hand washing facilities.
  • Conduct hygiene promotion activities in the assigned refugee camps under guidance of the WASH Officer.
  • Ensure proper use of all WASH facilities installations including latrines, pits, tap stands and drainage systems.
  • Ensure quality control of all PHP activities – travel regularly to all the NRC field activities sites assessing quality and M&E procedures.
  • Carry out informal and formal training sessions (according to identified needs) and evaluate the impacts of this training.
  • Enable effective dialogue with the affected community to allow the agency to be held to account for the quality of the WASH programme.
  • Identify needs for non-food items relevant to hygiene; participate in the choice of items, targeting strategy, promotion of effective use, and post-distribution monitoring.
  • Participate in gathering and compiling of project information (reports, assessments, KAP surveys, monitoring & Evaluation).

 

Qualifications:

  • Experience from working as a Hygiene Promotion officer/assistant in a humanitarian/recovery context
  • Bachelor degree/diploma in social, medical and environmental related subjects
  • Professional knowledge of KAP survey.
  • Strong organizational and team working skills

 

The post will be for (6) six-months’ contract duration with possibility of extension - subject to funds.

Salary: 4/1 according to NRC-Iraq's salary scale.

Benefits: Health insurance.

Duty Station: Anbar/Ramadi - Qaim with frequent visits to NRC field operations.
