UN VOLUNTEER DESCRIPTION OF ASSIGNMENT BHRR000001--Chemicals Management Officer The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long- established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. Bahrain is one of the six Gulf Cooperation Council countries, with an economy based predominantly on oil, but diversifying to including the finance sector. It has a population of approximately 1.4 million of which approximately 0.5 million are expatriates. Its 2

land area is 760 km , with significant areas of land reclamation.

Despite its small size and extensive exposure to a multitude of nationalities and ethnicities, Bahrain's culture has essentially maintained its Arab roots. Islamic morals govern personal, business, legal and economic life. However, the country is regarded as quite liberal compared to its neighbours, although visitors are still encouraged to dress and act conservatively. The cost of living in Bahrain has been seen to be consistently on the rise due to inflation. That said, compared to other regional commercial centres, such as Dubai and Abu Dhabi, Bahrain is still a reasonable destination. The currency used in Bahrain is the Bahraini Dinar (BHD), which is divided into 1,000 fils.

The Central Bank of Bahrain is the island's monetary authority and there are also a host of foreign and multinational banks with

branches in Bahrain. There are plenty of ATMs open 24-hours.

Bahrain offers a variety of accommodation options. Furnished, unfurnished and semi-furnished homes are all available, with a range

of compound based and independent villas and houses as well as apartment blocks. Semi-furnished accommodation includes the

provision of kitchen appliances, air conditioners and curtains. Unfurnished often means completely bare. Fully furnished

accommodation in Bahrain comes comprehensively equipped.

There are a number of shopping malls and retail outlets with international and local brands. There are also a range of supermarkets

and hypermarkets stocking goods from across the globe.

Bahrain has quite an extreme climate, with two seasons: a hot summer and a relatively mild winter. During the summer months,

afternoon temperatures average between 30° C to 40° C and can reach 48° C during June and July. Temperatures moderate in

Bahrain has a good highway network connecting all parts of the island, although during peak hours these become very congested.

Public transport options are limited to bus services only, and many find that private car is the easiest and most convenient way to

get around.

Bahrain has a solid healthcare infrastructure with options for treatment in the public and private sectors. The island supports an

assortment of state-sponsored hospitals, private institutions and clinics, and speciality hospitals.

The country enjoys well trained, equipped and alert security apparatus and the crime rate in Bahrain is low and violent crime is rare.

However, since 2011, Bahrain has been witnessing demonstrations in various areas across the country. Spontaneous

demonstrations still occur, and sometimes result in clashes between security forces and demonstrators, but these tend to be

isolated incidents.

Organizational Context & Project Description

UN Environment, established in 1972, is the environmental arm of the United Nations System tasked with keeping the environmental

situation under review and providing capacity building and support to member states in key priority areas.

UN Environment is a primary driving force in the UN system for activities related to the sound management of chemicals and waste.

The aim of this work is to promote chemical safety and appropriate waste management and provide countries with access to

relevant information and guidance on the effective management of chemicals and waste to minimise negative impacts on human

health and the environment. UN Environment promotes the sustainable management of chemicals and by providing policy advice,

technical guidance and capacity building to countries. In the West Asia region, this work is a priority, particularly in terms of meeting

obligations under the related multilateral environmental agreements and in responding to a growing “waste crisis” in a number of

countries. The UNV will therefore work with UN Environment in promoting effective management strategies and developing mid- to

long-term approaches to addressing chemicals and wastes.

In line with the overarching theme agreed for the 3UN Environment Assembly that will address pollution and the need to de-toxify

the planate. The UN Environment West Asia Office is seeking a UN Volunteer in the field of Chemicals and Wastes to provide

support to West Asia member countries to sustainably manage chemicals and wastes in a way that ensures minimal negative

impacts of their use and disposal on human health and the environment. This is in line with the new direction to maximize benefit of

high calibre experts who are willing to support the work of UN Environment as volunteers to fill in some of present shortages in staff

as well as to bring in rich experiences from their respective field.

Task description

Under the direct supervision of the Regional Climate Change Coordinator, the UN Volunteer will undertake the following tasks:

Liaise with the secretariats of the Chemicals and Wastes-related multilateral environmental agreements to have up to date

understanding of approaches to provide such information to West Asia countries to support them in meeting their obligations

toward related multilateral environmental agreements.

Provide technical support on chemicals and wastes to the ongoing work of reviewing and updating national and sub-regional

chemicals and wastes legislation, systems and tools.

Assist in the execution of chemicals projects currently being undertaken by West Asia Office.

Undertake a capacity needs assessment and develop a programme of needed support, including support from volunteer

experts from the private sector and academia, to help countries build capacity in the area of chemicals and waste

Develop multi-stakeholder partnerships and strategic alliances including industry and the private sector, for full engagement to

scale up the use of tools and guidelines, and to improve the mainstreaming of chemicals and waste management in health

and other key sectors.

Liaise with other UN specialized agencies, local, regional and international nongovernmental organizations, national research

institutes, national government institutions and relevant multilateral environmental agreement secretariats to establish best

practice and share lessons learned within the region.

Undertake regular reviews and analysis of reports on latest developments related to the field of chemicals and waste and

develops advocacy materials as part of an outreach campaign on pollution in the region.

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by

reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International

Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual

and end of assignment reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting Application-

Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.-

Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online

volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever

technically possible.

statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the

number of volunteers mobilized, activities participated in and capacities developed

Conditions of Service for International Specialist:

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and

satisfactory performance. However, there is no expectation of renewal of the assignment.

A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family

Allowance (FA) for those with dependents (maximum three).

12 Jun 2018 Page 4 of 6 The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,587. The

VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis

according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty

stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is

published at the beginning of every month on the ICSC website http://icsc.un.org.

In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a

Well-Being Differential (WBD) on a monthly basis.

Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the

duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty

station.

UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security

framework (including residential security reimbursements).

UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final

repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment.

UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful

candidate.
