Senior Associate, Green Finance

 

The Senior Associate – Green Finance supports Investment Specialist and applies his/her specialized technical knowledge and project management experience to ensure efficient and timely delivery of the RPSP project. The position provides day to day technical support internally as well as to relevant government and other counterparts.

The Senior Associate will report to the Investment Specialist of the GGGI Indonesia program and will be located three days per week in the FPA office (there is a specific allocated area for the NDA support team), other days this person will be located in the office made available by BAPPENAS to GGGI. He/She should be willing to travel.

PURPOSE

 

The position carries out analytical and operational work related to GCF readiness and provides a wide range of support to the different deliverables of the RPSP. The Candidate oversees the development and implementation of the multiple components of the RPSP and provides technical input, in particular for the activities related to workshops, events and stakeholder engagement, a full list is provided below:

  1. Developing capacity of the National Designated Authority. The Senior Associate collaborates with the NDA to deliver workshops/events, organize lesson learned, strengthen NDA’s institutional capacity and develop capacity. This will include to coordinate with consulting firm to develop monitoring and oversight tools of climate funding.
  2. Stakeholders engagement. The position supports the NDA in engaging public, private and civil society stakeholders in the development of GCF Country Program, collecting inputs of project/programme proposals, and implementation of communication activities. This will include organizing annual participatory review forum. The Candidate supports the Investment Specialist with engaging with the FPA, existing and potential Direct Access Entities (DAEs) and potential private sector engagement
  3. Direct access realized. This position supports the readiness project team in establishing a mechanism for identifying and nominating entities seeking accreditation with the GCF and support the nominated candidates through the accreditation process.
  4. Access to finance. This position manages call for proposals exercise including the promotion of the call. This will include organizing regional roadshows to promote the call and GCF facilities.
  5. Private sector mobilization. The position supports the project team in engaging the private sector to address climate resilience and supports consulting firm to conduct study on leveraging private sector in climate projects.

Furthermore the Candidate:

  • Supports with the timely delivery of the RPSP within budget (including leading on budget monitoring and updating the Investment Specialist on the progress). The candidate continuously ensures that the program is still representing the needs of the stakeholders, including the quality of the program delivery. Where applicable the Candidate will flag the need for new initiatives, changes and/or (timeline) adjustments to the program.
  • Supports the FPA in the implementation of NDA’s internal procedures specifically for the No Objection Letter issuances

 

ENGAGEMENT

 

  • Develops and maintain continuos coordination, on a day-to-day basis, with the FPA through the focal points for the different tasks, existing and potential DAEs, other government ministries and non-state actors related to GCF activities;
  • This Candidate will be based within the office of the FPA and will therefore play a key role in day-to-day management of the relationships with the FPA, as well as the needs identification of the FPA and other stakeholders.
  • Coordinates with GGGI colleagues in Indonesia and Headquarter specifically those who are working for GCF working stream;
  • Coordinates with and manage individual consultants and consulting firms working for the readiness project.
  • Ensures the quality of all deliverables developed by GGGI are aligned with the expectations of the FPA or other stakeholders.

 

DELIVERY

 

  • Supports strategic partnership arrangements with the FPA, existing and potential Direct Access Entities, including other government ministries/institutions and non-state actors related to GCF activities;
  • Leads on updating the GCF stakeholder map and stakeholder analysis in Indonesia;
  • Organizes and manages workshops, meetings and events of readiness project, including the preparation of high quality agenda, action items, meeting notes, reports, and all correspondences;
  • Implements and identification of necessary updates of internal NDA’s procedures and standards and takes comments from all relevant parties including ministries, experts and consultants;
  • Support consultant to ensure the NDA website is operational and updated;
  • Manages the development of promotional publications such as preparing briefs, leaflets and other publication means;
  • Provides support in private sector engagement;
  • Maintains and develops day-to-day contacts with the FPA focal points and ensure prompt sharing of information, conclusions or messages in the area of responsibility;
  • Manages GGGI operational transactions relating to finance, HR, legal matters, procurement, IT systems, etc including travel internal administrative requirements for events such as preparing Term of References, budgets, and event evaluations;
  • Leads the budget monitoring of readiness project;
  • Monitors work deliverables of individual consultants and consultancy firms of the readiness project;
  • Assesses delivery issues and works with national counterparts to build common understanding and coordination on project activities;
  • Provides other administrative and technical support to NDA Secretariat and Investment Specialist.

 

QUALIFICATIONS

 

  • Bachelor degree (a master degree is desirable) in environmental management, development, finance, business, business management, or a related field;
  • Minimum 5 years of relevant experience, preferably in managing Government relations;
  • Excellent inter-personal, stakeholder engagement and consensus-building skills, ability to foster strong relationships with key government agencies and ensure ownership of program’s inputs;
  • Excellent understanding of the works and procedures of the Government of Indonesia. Previous experience working with the Ministry of Finance would be an advantage;
  • Demonstrated ability to build collaborative working relationships with government counterparts;
  • Demonstrated capacity to facilitate in-depth, outcome oriented, stakeholder dialogues;
  • Good understanding of poverty reduction, social inclusion and gender mainstreaming;
  • Knowledge in Green Climate Fund is desirable;
  • Ability to identify and advance collaboration opportunities;
  • Excellent written and spoken communications skills in Indonesian and English.
