Context:

Under the overall supervision of the Deputy Chief of Mission (DCoM), in close coordination with the Senior Programme Coordinator and the direct supervision of the Transition and Recovery Specialist, the successful candidate will be accountable and responsible for providing support and contributing to the direct implementation of all projects and initiatives related to peace consolidation, community stabilization, reintegration of Internally Displaced Persons (IDPs) and returnees, capacity building and overall economic development in targeted areas in Libya, as well as contributing to project development to further extend the Community Stabilization portfolio.

Core Functions / Responsibilities:

1. Apply the Community Stabilization Programme Theory of Change for the Civic Engagement, Media Development and Community Livelihoods.

2. Participate in the development of new strategies as opportunities emerge especially about the interconnections and leverage of infrastructure and basic service deliveries aspect of the Community Stabilization (CS) Programme.

3. Contribute to the development of grant making activities in a team-oriented context that are aligned to the strategic goals of the Community Stabilization areas of focus. Page 1 / 44. Oversee active grants, track grantee progress, provide guidance and assistance to grantees, and respond to grantee reports.

5. Collaborate with and serve as a resource and strategic partner for other programme staff and field teams within the CS office and the entire IOM Libya Mission.

6. Regularly evaluate grants and prepare analysis and summaries of lessons learnt from the grant implementation process.

7. Organize meetings of grantees, experts, and practitioners in the field of civic engagement media and community livelihoods.

8. Promote engagement with grantees to review opportunities, challenges and advances and encourage collaboration, learning, exchange and strategic partnerships.

9. Monitor grantees’ proper and regular coordination with local authorities and community leaders during the entire grant implementation process and follow up accordingly. 10. Supervise assigned Programme Assistant(s) and other assigned staff.

11. Monitor the performance and implementation of third parties engaged in implementing different aspects of the Civil Society Development, small grants, capacity building for CSOs and support for media and community livelihoods projects.

12. Draft ToR for short term experts in the area of Civil Society, Media and Community livelihoods

13. Prepare updates for donors as part of overall reporting requirements for CS Programme. 14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master's degree in Development Studies, Political Science, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or,

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience, including building civil society coalitions, brokering technical cooperation and partnerships, and organizing training workshops and events;

• An existing network and credibility within (global) civil society networks, ideally working on open government issues;

• Proven track record on transparency, accountability, citizen engagement and/or government responsiveness;

• Experience on public service delivery is highly desirable as is familiarity with technology for transparency initiatives;

• Track record working in multi-stakeholder environments or experience in working with governments desirable.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
