ROSTER: Emergency Preparedness and Response Experts in the sector of Education, Child Protection, WASH, Nutrition and Health - Indonesia

UNICEF Indonesia aims to establish a pre-screened pool of Emergency Preparedness and Response Experts for rapid deployment. Experts are to work in close collaboration with UNICEF Country Office and external partners in direct support of Indonesia’s National Humanitarian Lead Agencies (national task forces or ‘clusters’) in their role of building and ensuring regional disaster response capacity. Interested candidate should indicate their preference (s) on the target sectors e.g. Education, Child Protection, WASH, Nutrition and Health.

Background & Rationale

UNICEF Indonesia aims to establish a pre-screened pool of Emergency Preparedness and Response Experts for rapid deployment. Experts are to work in close collaboration with UNICEF Country Office and external partners in direct support of Indonesia’s National Humanitarian Lead Agencies (national task forces or ‘clusters’) in their role of building and ensuring regional disaster response capacity.

Rostered consultants are to provide embedded mentoring and technical assistance in two stages of the disaster management cycle:

1. In disaster preparedness: Building regional^[1] capacity in high risk areas, to undertake better risk analyses, preparedness planning processes and simulation exercises in line with NDRF (National Disaster Response Framework) recommendations and agreed National Disaster Management Agency/BNPB (Badan Nasional Penanggulangan Bencana) and ministry guidelines.
2. In disaster response: Supporting rapid response to regional disasters, mentoring governments (at national and/or subnational levels based on the emergency) to undertake more effective assessments, planning and funding proposals, including, where appropriate, advising on appropriate direct cash transfer mechanisms.

UNICEF has clearly defined its ‘upstream’ approach of working with the Government of Indonesia in its country programme for the period of 2016-2020 which involves working through partnerships on research (evidence generation), advocacy and capacity building. In a risk-prone, middle-income country context the emergency mandate of UNICEF is more heavily invested in preparedness and disaster risk reduction, including activities such as systems strengthening, humanitarian learning, strategic guidance, targeted capacity development and support for cash-based programming.

UNICEF Indonesia maintains a core team of specialist staff for its Areas of Responsibility (AoR) in accordance with IASC guidelines and the global humanitarian cluster system. Core staff are deeply embedded in Disaster Risk Reduction development programming, such as the ‘Safe School’ programme and WASH in schools, as well as government-led working groups such as the cash transfer working group.

Duty Station: Multiple locations with trips as requested by UNICEF.

Timeframe: The expert pool will be valid for 1 year with extension after reviewing the utilization of the experts.

Purpose of the Job

To work in close collaboration with UNICEF Country Offices and external partners in providing sector-specific technical assistance for planning and management of emergency preparedness and response. Target sectors and auxiliary technical areas include:

Potential Beneficiaries: Directorates of line ministries responsible for leading core humanitarian sectors such as Coordination and IM (NDMO/BNPB); WASH and Nutrition (Ministry of Health with Ministry of Social Affairs and Public Works); Education (Ministry of Education and Culture); Child Protection (Ministry of Social Affairs); Cash Transfer Programming (Ministry of Social Affairs).

MINIMUM QUALIFICATIONS AND COMPETENCIES:

1. Advanced degree related to ‘target sectors’ (above) or equivalent experience/ education.

Related disciplines: development, emergency management or programme communications.

2. Minimum 5 – 8 years of progressively responsible relevant experience in at least one of the ‘target sectors’ with preferred experience in additional technical areas.

3.Demonstrated experience as a consultant in an advisory role is required; experience in complex emergencies is strongly preferred.

4. Strong mixed quantitative and qualitative skill set in terms of risk assessment and data analysis

5. Excellent interpersonal skills, including ability to facilitate and communicate effectively to technical and nontechnical audiences and contribute to an interdisciplinary team.

6. Demonstrated ability to take initiative, work independently, and make sound, informed decisions.

7. Proven ability in building and mentoring capacity of government counterparts, with experience working closely with ‘potential beneficiaries’ (above); experience working with the UN and/or a NGO is an asset.

8. Fluency in English (verbal and written). Proven experience of high quality report writing and documentation.

9. Deep understanding of national disaster management laws and mechanisms including BNPB and Cluster tools and procedures, including National guidelines for Risk Analysis, Contingency Planning, RenKon, Response Plan development, regional budget proposals development, Post Disaster Needs Assessment (PDNA) and Damage and Lost Assessment (DALA); understanding of international humanitarian standards and principles.
