UNOPS is seeking to expand mCOP solution team to include additional resources that will focus on enhancing the existing solution, add new functionality and provide system analysis. The resources will be based with the UNOPS team in Brindisi, Italy,


Functional Responsibilities

Org .Setting And Reporting

Under the overall supervision of UNOPS Senior Programme Manager or designated officer and within delegated authority and direct supervision of Chief Client Solutions Delivery Section/Solution Support Unit or a designated officer and within delegated authority, the incumbent will be required to perform the following duties at the United Nations Global Service Centre (UNGSC), Field Technology Service (FTS) in Brindisi. 


Responsibilities

• Analyses business requirements for mission common operational picture (mCOP) and similar applications and proposes/designs efficient and aligned WEB and mobile solutions and applications • Produces system requirements in relation to optimized and required software and hardware ;            
• Participates in preparing user requirements, test cases and UAT;
• Participates in the creating quality control mechanisms and testing scripts for designed solutions;
• Performs rigorous unit, solution and integration testing of designed solutions and applications;
• Develops and tests specific complex application, module or solution as part of mCOP or other applications being part of the Situation Awareness program
• Provides full range of technical assistance and guidance to other members of mCOP development team, support teams and QC team;
• Participates in the design and support of the Geospatial collaboration and content management solutions and portals;
• Prepares user and training documentation and participates in UAT and user training for mission staff;
• Ensures data security and integrity of information being handled with supported systems and ensures that all security controls are implemented;
• Creates and update system documentation and related technical/procedures and manuals
• Participates in release management and handover of solutions to T2 support.
• Assists in setup and implementation of resilient and high availability solutions in support of mCOP and Situational Awareness Program
• Recommends and assists in setting up solution monitoring tools to achieve continuous availability and best performance of supported/developed solutions;
• Liaises with missions to establish adequate communication between users and support teams to maintain optimal operation of hosted solutions;
• Provides support for incident and problem management and assist T2 support teams in rollout of releases, bug fixes and solution enhancements;  
• Assists in managing the technical work of junior staff;
• Performs other related duties as assigned.

Education/Experience/Language requirements

Education:

  • High school diploma or equivalent. 
  • First-level university degree in Applied Mathematics, Electronics, GIS, Computer Science, Information Systems / Technology, Engineering or related field is an asset or advantage. 
Experience:

Required

  • Minimum 6 years of progressively responsible professional experience in the field of Geographic Information Systems, ICT, Information Systems Software Development, or other related fields. A candidate with a University degree must have at least two (2) years of experience in the relevant area;
  • Minimum 5 years working experience in developing moderately complex WEB information systems using C#, C++, Java, or other complex programming language;
  • Minimum 5 years of working experience in using, administering  and programming with MS SQL server
  • Knowledge and practical experience of ESRI ArtcGIS software and designing GIS solutions with Latitude GeoCortex;

Desirable

  • ITIL and PRINCE 2 foundation certifications are desirable;
  • Knowledge and practical experience in automated software testing procedures and setup;
  • SQL Server database admin certifcate;
  • Experience in defining and documenting system requirements;
  • Experience at the international level or direct working experience in UN geospatial information operations in the field;
  • Experience in multinational working environment;
  • Knowledge of geo-database systems, software; programming languages and web technology;
Language Requirements:

English and French are the working languages of the UN. For this job opening, fluency in English (both oral and written) is required; knowledge of another UN official language is desirable.
