1. Purpose of assignment
Background

Considerable work has been done in the Maldives under the leadership of the National Disaster Management Centre (NDMC) together with development partners on the preparedness and response fronts vis-à-vis the multi-hazards that the country is faced with including those resulting from storm surges, strong winds, flooding, and tsunami. In recent years, though, high frequency, low impact hydro-meteorological hazards due to changes in weather patterns are seen to be occurring in the Maldives more often causing coastal flooding and storm surges resulting in inundation of households, lifeline infrastructure such as health centres, schools and increased incidences of water/vector-borne diseases such as Dengue and Diarrhoea which impact the lives of children and women.

UNICEF works with the NDMC to support both preparedness and response, to develop the institutional capacity of the Centre, provide guidance on developing the necessary laws/regulations as well as support community-based emergency preparedness planning. The most recent work jointly carried out include, the conducting of community-based disaster risk management trainings in all islands in Laamu atoll, establishment of dewatering pump stations in islands most vulnerable to flooding across the country, establishment of an Regional Emergency Response Centre in Faafu Nilandu and the establishment of Community Emergency Response Teams (CERTs) as a primary response capacity in islands to address emergencies.

2. What is the basic project objective to which the consultancy is related
The main objective of this consultancy is to coordinate and implement the Disaster Risk Reduction programme activities implemented by the NDMC with the support of UNICEF. The consultancy has 3 main activities:

• Support implementation of the UNICEF-supported activities under the LECReD programme.
• Providing dewatering equipment to 4 selected islands and establishment of Community Emergency Response Teams in the islands.
• Carry out Community-Based Disaster Risk Management activities in 5 islands in Northern Maldives.

  • Identify and synthesize best practices and lessons learnt from the activities conducted during the consultancy period.
  • Monitoring of activities in the selected islands.
  • Provide administrative and coordination support between NDMC and UNICEF, and partners for the implementation of the programme activities. 
  • Monitoring of funds advanced to NDMC to ensure timely reporting.
  • Island Disaster Management Plan prepared for one island (5 of 5).
  • Collection of success stories from NDMC-UNICEF joint activities that can be shared using social media channels.
  • Best practices and lessons learnt report.
  • Final Report (including financial reporting).

Duration: 6 months (June – November 2018)

6. Qualifications or specialized knowledge and/or experience required
Qualifications:
• Bachelor’s Degree or equivalent in Science, Social Science with specialized fields in Environmental/Natural Resource Management, Climate Change, Disaster Reduction, International Studies and/or Development Studies
• Minimum 2 years of relevant experience in relevant areas of work on environment and climate change would be an advantage
• Hands-on experience in working with island communities would be an advantage
• Satisfactorily knowledge of environment, natural resource management and climate change issues globally, regionally and at the national level
• Good knowledge of development issues in Maldives
• Hands-on experience in design, monitoring and evaluation of development projects
• Proven experience in doing analytical work, doing research and writing
• Ability to manage, inspire and effectively work within a team
• Candidates with previous work experience with UN agencies will be an added advantage
• Experience in the use of computers and office software packages, experience in handling web based management systems
• Good communication skills both oral and written


UNICEF will only make milestone payment based on achievement of specific deliverables as listed in this TOR. Also note that UNICEF does not make advance payment and UNICEF is exempted from paying VAT and any other forms of taxes.
