The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

NRC has been operating in Iraq since 2010, to respond to the needs of the most vulnerable people affected by ongoing conflict in the region. NRC has a country office in Erbil, KR-I, and area offices in Baghdad, Dohuk, Kirkuk and Nineveh.

NRC’s national program strategy for 2018 will facilitate a shift from emergency response tools towards longer term initiatives, while maintaining the effective delivery of robust emergency response. In 2018, NRC Iraq will maintain a sectoral focus on education, Information Counselling and Legal Assistance (ICLA) and livelihoods interventions, complemented by post-emergency WASH and shelter interventions with a two pronged approach within CCCM: both in-camp, and in urban and peri-urban areas. Cash-based and innovative programming will be at the centre of NRC Iraq’s efforts. NRC will prioritize assistance to those who have been left outside of social assistance schemes and recovery and reconstruction efforts, which will have prevented them from seeking durable solutions.

In 2018, NRC’s target population will be new underserved communities and locations, with a focus on IDPs returning to destroyed and disrupted communities unable to reintegrate due to insecurity. NRC will also prioritise serving vulnerable IDPs unable to return for reasons outside of their control, and responding to short-term displacement as a result of localized conflict and asymmetric attacks.

 

Overview:

The purpose of Security Coordinator position is to assist with the line management of the Iraq Country Program in ensuring the safety and security of staff and program implementation.The main duty of Security Coordinator is to conduct security assessments and prepare risk and situational analyses and ensure that NRC’s Area Office security management systems are developed, strictly implemented, and updated. Security Coordinator will be reporting to Area Manager. The position is based in Ramadi.

 

Ideal Candidate Profile:

A University graduate or higher degree with minimum (3) three years' of experience working as some senior security personnel in a humanitarian context.Ideally the candidate should be able to use MS Word, Excel, PowerPoint and Outlook. Fluency in spoken and written English and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.

 

Key Job Tasks and Responsibilities:

  • Maintain and manage the Area Office safety & security system to NRC’s risk management standards.
  • Maintain, review and ensure implementation of NRC standard operating procedures (SOPs), security management plan, hibernation relocation evacuation (HRE) plan and Medevac plan.
  • Carry out annual safety & security audits for Area Office reporting to Country Office and lead implementation of audit findings.
  • Meet on a weekly basis with the Area Manager or designate to discuss and document security issues.
  • Be an active member of the Area Office Management Group.
  • Compile and submit the weekly and monthly security report for the Area Office.
  • Undertake regular support visits to field sites.
  • Facilitate staff evacuation in emergency situations..
  • Support on incident management, post-incident analysis and follow up recommendations.
  • Assist in the development of the Area Office strategy and supporting documentation as required.
  • Be the security focal point towards the Country Office in regards to reporting and implementation of the main office security instructions.
  • Provide or facilitate staff safety and security training (including First Aid and Fire Safety); and submit training reports.
  • Assist the Country Security Advisor as required, in consultation with the Area Manager.
  • Design and execute yearly security training plan as a part of risk mitigating measures.
  • Conduct security assessment in new programme areas.
  • Liaise with relevant external security actors (UN, INSO, NGO, authorities etc.).
  • Immediately report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities or assets.

 

Qualifications:

  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge of the political situation in Iraq and the wider Middle East Region.

The post will be for (5) five-months’ contract duration with possibility of extension - subject to funds.

Salary: 7/1 according to NRC-Iraq's salary scale.

Duty Station: Ramadi, South and Central Iraq with frequent visits to NRC field operations.
