VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. Its mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in developing countries and economies in transition. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the recently adopted 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate in SDG-9, calls for the need to "Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation". Accordingly, the Organization’s programmatic focus is structured in three thematic priorities: * Creating shared prosperity * Advancing economic competitiveness * Safeguarding the environment. UNIDO delivers its services through the following four complementary and mutually supportive core functions: (a) technical cooperation activities; (b) analytical and policy advisory services; (c ) standard- setting and compliance and (d) convening and partnership role. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The position is located under PTC/ENV/IRE; the Industrial Resource Efficiency Division (IRE) is responsible for increasing the capacity of industry, government and business environmental service providers as well as IGOs and NGOs to scale up and mainstream the adoption of resource-efficient and cleaner patterns of production. This is achieved through recycling, resource recovery and/or environmentally sound treatment and disposal of wastes, waste waters and toxic and/or hazardous chemicals, and also in particular for the sustainable use and management of water and other natural resources used in industrial processes.

PROJECT CONTEXT The SwitchMed initiative (www.switchmed.eu ) is a regional multi-component programme funded by the EU and implemented through collaborative efforts by UNIDO, UNEP/MAP (Mediterranean Action Plan for the Barcelona Convention), SCP/RAC (Regional Activity Centre for sustainable consumption and production - implements actions related to the Barcelona Convention and is linked to UNEP/MAP) and UNEP-DTIE (Division of technology, industry and economics). All European Neighbourhood & Partnership Instrument (ENPI) countries will be beneficiaries, namely Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestine, and Tunisia. SwitchMed overall objective is to facilitate the shift toward Sustainable Consumption and Production (SCP) in the Southern Mediterranean region by demonstrating successful examples of how this can be done. The initiative consists of three main components: a) a policy component; b) a demonstration component and c) a networking facility component. The demonstration component of the SwitchMed initiative consists of 3 sub-components, one of those named MED TEST II is focusing on sustainable production aiming at increasing the demand and supply of sustainable production services to industry, including providing direct technical assistance to a pool of demonstration industries. Within the framework of the MED TEST II sub-component a pool of 50 service providers have been capacitated on resource efficiency, while a total number of 125 industry demonstrations were completed to demonstrate the business case of resource efficiency within various manufacturing processes. As a direct result of the industry demonstration activities the following has been achieved: i) Best practices leading to economic and environmental benefits are demonstrated and introduced in a pool of new industries; ii) Investment portfolio for cleaner technology transfer tapping on existing national financial instruments will be put in place; and iii) Improvements in resource efficiency and environmental performance is achieved in the participating industries (average: 20% energy savings, 15% water savings, 3% raw material saving reduction compared to baseline). As part of the SwitchMed Networking facility component, UNIDO is also implementing actions to facilitate business partnerships in the field of SCP targeting SMEs and entrepreneurs and European eco-innovative companies. Building on the UNIDO experience in investment promotion and industrial partnerships, the networking activities are promoting business partnerships in the form of technology cooperation (sourcing, licencing, etc.) and joint ventures. European eco-innovative technology and new green business solutions already mature for market uptake and most relevant for the Mediterranean context are first identified and then promoted locally via brokerage/B2B events or road shows, which are organized either back to back to a relevant national fair (An important national fair in Tunisia would be the CAT (Business and Technology Exchange) organized by API - Agence de Promotion des Investissements, while in Morocco it could be the Moroccan edition of POLLUTEC) or as stand-alone activities in collaboration with national associations (chamber of industry, chamber of commerce, techno-poles, etc.). The business networks promotional events bringing together the providers of eco-innovative solutions and local buyers/partners are sponsored by the SWITCH-Med project. Follow-up assistance is also provided to local companies interested to acquire the new eco-innovative solutions promoted: pre-feasibility study will be developed to study the most promising business opportunities arising from the promotional events and to reduce the lead time to market of technology transfer/partnership in the four countries. Main Functions

The textile circular value chain expert will work in close consultation with the UNIDO SwitchMed Chief Technical Adviser (CTA) to review and identify advanced eco-innovative solutions and best practices for a circular textile manufacturing sector. The analysis will be conducted through market analysis and stakeholders interview of the key players along the textile value chain to identify trends, barriers, new initiatives, solutions and opportunities for closing the material loops within the textile value chain. The underlying objective of the analysis is not only to define the best practices though, but also to start defining possible solutions that can be transferred to transition and developing countries of the MENA region. In particular he/she will be undertaking the following tasks: 1. Assess overall drivers, barriers and opportunities for circular economy in the textile sector, with a focus on textile value chains that are of relevance to the MENA Region (Egypt, Tunisia and Morocco) and have the highest potential for implementing circular solutions. An initial analysis/mapping of the textile global supply chain, will enable understanding critical issues, barriers, enablers and leverage points for piloting circular solutions, required policy instruments for circularity for minimizing waste and recovering high value from material flows within the textile sector. 2. Identify and document a set of indicatively 10 relevant voluntary initiatives for circular supply chain engagement (business models including rental models, revers logistic models for increasing collection rates of used textile for recycling), design for recyclability and incentive schemes (e.g. certifications) that are being implemented by leading textile industries worldwide focusing on innovative solutions. 3. Compile a set of eco-innovative solutions (technological innovations) targeting post-industrial and post consumers textile waste (end of life). These solutions will include i) innovative and ready to market processes/technologies for both mechanical and chemical recycling of textile fibers (natural and synthetic ones; including technologies for regenerated yarns from recycled plastic - post consumers and post-industrial plastic waste - into textile applications) into regenerated yarns; ii) advanced processes for sorting and separating fibers (e.g. polyester from cotton) of end of life textile to facilitate recycling; iii) innovative processes for dyeing, finishing and garment manufacturing to minimize post industrial waste and increase biodegradability of textile waste (natural fibers); innovative processes for cascading clothing waste into other industrial applications (automotive, construction for insulation, stuffing, etc..) or secondary textile products such as cleaning cloths (rags, wipes, etc..). The solutions selected (indicatively 20-25 in total) will be those that may have high success probability for market uptake into the MENA Region economic context, taking thus into account the textile production systems and relevant value chains of the MENA countries. Each best practice should be outlined providing high level information on the type and quality specifications of the textile waste supply, quality of the output, demand for output (market potential), technology description, equipment providers, main challenges, economy of scale, order of magnitude scale of Capital Expenditure (CAPEX).

- Business & market analysis and sustainability in the textile sector with 7 years and more working experience; - Good knowledge and previous working experience in MENA region is an asset; - Experience within the UN system technical cooperation field and in working with governments in developing countries is a plus; - Proficiency in Office tools package (word, excel, power point, MS project, Access, etc.), internet/email (proficiency); - Knowledge of sustainable consumption and production (SCP) approaches and tools would be an asset.
